Consortium Manager with CARE Libya

Duty Station: Tripoli, Libya

Starting Date: As soon as possible

Duration of Contract: 1 year with the possibility of extension

Reporting Lines/Line Management: Country Director

Job Summary

The purpose of the consortium manager is to provide the overall vision and leadership of the intervention; lead and supervise the technical work component of the Consortium Management Unit and ensure that the Activity completes all deliverables and produces results on a timely basis.

In close cooperation with consortium partners (CARE/ACF), the Consortium manager ensures that the consortium’s project implementation according to the approved proposal and in accordance with the rules and regulations of the donor. The Consortium manager facilitates close and effective coordination and collaboration between consortium partners, ensures high quality documentation of the project activities and ensures that project results are achieved.

Main Duties and Responsibilities

Main responsibilities:

a) Protect and promote the vision, mission, and interests of consortium partners towards external stakeholders.

b) Represent the consortium toward the government authorities and other stakeholders, therefore communicate with the government authorities and relevant stakeholders.

c) Where relevant, expand the donor portfolio of the consortium by tracking funding opportunities.

d) Attend government, UN, NGO, and donors’ meetings (In Libya and Tunisia, as appropriate) and present ongoing consortium activities.

e) Ensure the visibility of the consortium amongst humanitarian, donor and government actors throughout the project.

f) Effectively manage coordination with other actors (UN, INGOs, Local CSO) intervening in a similar sector.

g) In coordination with the CD, ensure the continuum of consortium PR activities, including formal presentations, engaging media for coverage on success stories, updating project-specific fact sheets, and documenting publications featuring the consortium in the media;

h) Ensuring that core functions (internal and external coordination, financial oversight, and compliance; M&E, donor liaison, communication activities, and reporting, etc.) are carried out in a timely and effective manner.

i) Responsible for overseeing and coordinating the operational, administrative, and financial functioning of the consortium and for meeting all reporting requirements of the donor.

j) Ensuring consistency and quality of project implementation and reporting.

k) Responsible for the coordination, revision, and consolidation of the narrative and financial reports as well as financial forecasts of all parties involved in this project.

l) Organize Annual Program Review Meetings and provide overall technical support.

m) Conduct regular/ quarterly monitoring visits (when possible/ as appropriate).

n) Work closely with the Program Support Team of CARE Germany.

Coordination:

a) Effectively manage partnerships between the different parties of the consortium to ensure smooth collaboration.

b) Ensure regular and open/transparent communication between consortium partners.

c) Regularly communicate with consortium Country Directors on project activities.

d) Convene and chair regular (monthly) consortium steering committee meetings to discuss program and financial issues, disseminate minutes and follow up on action points.

e) Carry out weekly/bi-Weekly catch ups with consortium key focal points.

f) Support the development and maintenance of a coherent consortium strategy across all partners.

g) Promote harmonization of approaches and methodologies across all consortium partners by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.

h) Coordinate the development of all technical tools related to the consortium’s project (ToRs for consultants, ad hoc reports, Workshops…).

i) Lead regular Consortium Technical Working Group meetings composed of focal points from each organization SRHR team, MEAL, and PM, depending on priorities) to provide technical support and guidance to the consortium organizations in the timely and quality implementation of the program.

Implementation:

• Ensure that Activity deliverables and results are met according to schedule, in a cost-efficient way, and with the highest quality.

• Oversee technical strategy development and implementation, annual work planning and program implementation.

• Ensure that budget projections, spending, and reporting are in accordance with BMZ and consortium members’ requirements.

Qualifications

• Post graduate degree in a relevant field.

• 5 or more years humanitarian experience.

• Demonstrated experience with support services and associated compliance, including in finance management, logistics, procurement, and HR.

• M&E experience, including design and implementation of base-line survey, monitoring, and evaluation functions in complex programmes.

• Leadership, Networking, and representation skills with ability to develop effective relationships with a range of actors.

• Excellent communication, negotiation, and problem-solving capacities.

• Ability to manage stress, multi-task and take decisions.

• Proven ability to work in insecure and hardship environments.

• Fluent oral and written English.

• Fluent in Arabic.
