INTRODUCTION
The “Restoration of Peace, Livelihoods and Economic Cycles in Anbar, Iraq (RePLECA)” is a Transitional Development Assistance Programme, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ.
RePLECA seeks to stabilise and improve the living conditions of the Anbari population by:
- Increasing the productivity in the agricultural sector
- Improving the access to vocational training and income generation activities
- Improving social cohesion
- Within the framework of social cohesion strand the projects aims to strengthen local peace actors through organisational development and capacity building.
SCOPE OF THE ASSIGNMENT
During the lifetime of the project, Conflict Early Warning Early Response System Working groups have been established and equipped with the fundamental capacities with the goal of establishing a future Conflict Early Warning Early Response System (CEWERS) at Anbar governate at the level of the three targeted districts: Ramadi, Heet and Fallujah. This system will support identifying, anticipating, and addressing the local drivers of tension and conflicts to prevent any escalation of local conflicts and disputes. Conducting frequent conflict scanning is one of the core steps of a Conflict Early Warning Early Response System (CEWERS), which is a task to be carried out in the long term by the CEWERS working groups.
The project is looking for one (1) International and three (3) National experts to support the development of the scanning methodology and tools, carry on conflict scanning, and support building the CEWERS working group’s capacities for data analysis and management, as well as supporting the establishment of the future Conflict Early Warning Early Response System (CEWERS).
The scope of the assignment is as follows:
- To develop a conflict scanning methodology
- To carry out a professional conflict scanning for Ramadi, Heet and Fallujah to support the work of the Conflict Early Warning Early Response (CEWER) Working Group
- Structure and analyze the data
- Develop a capacity development strategy and implement capacity development measures for the local CEWER working groups regarding conflict scanning, data analysis etc. so that they can update the data and carry out such scanning in future themselves.
- Provide inputs to the Conflict Early Warning Early Response CEWER expert on conflict data collection, data recording, processing, and analysis,
- Support the working groups in updating the conflict scanning.
KEY ROLES AND RESPONSIBILITIES
Based on the overview provided above, the Experts tasks are, but are not limited to, the following:
Task 1 – Design and implement a conflict scanning for the three districts Heet, Fallujah and Ramadi
International Expert will:
- Develop the overall methodology for the conflict scanning
- Develop the tools for the conflict scanning.
- Provide technical supervision of the conflict scanning team
- Support the updating of conflict data.
- Provide advice on conflict scanning and tools to the CEWER expert
- Revise if required, the conflict scanning methodology and tools for the future CEWER system, in close cooperation with the CEWER expert.
The National experts will (one expert per district):
- Provide inputs for the conflict scanning methodology if required by the International Expert and CEWERS expert.
- Provide input for the conflict scanning tools if required.
- Carry-out the conflict scanning in the districts of Heet, Fallujah, and Ramadi
- Updates regularly the conflict scanning data set
- Validate and cross check data when required
Task 2 – Capacity Development for CEWER Working Groups
International Expert will:
- Develop a capacity development strategy on conflict scanning for the CEWER Working Groups
- Develop corresponding capacity development measures in close cooperation with the national experts.
- Develop the material for the capacity development measures in close cooperation with the national experts.
- Develop a tool for assessing the impact of the capacity development for the members of CEWER Working Groups
National Experts will (one expert per district):
- Provide input on the capacity development strategy on conflict scanning for the CEWER Working Groups
- Provide input capacity development measures in close cooperation with the national experts
- Provide input on material for the capacity development measures in close cooperation with the national experts
- Implement capacity development measures, such as workshops etc.
- Provide capacity development measures activities reports
Task 3 – Support the CEWERS Data processing, recording and analysis
The International expert will:
- Develop SoPs for data processing and recording in accordance with conflict indicators (kind of incidents/form of conflict)
- Advise the Working Groups on the already established indicators and adjust if necessary
- Lead the analysation of data gained through the conflict scanning
- Support the creation of databases, archiving and protection protocols in collaboration with the CEWER Expert
The National experts will (one expert per district):
- Provide inputs on the SoPs for data processing and recording.
- Provide inputs on conflict indicators
- Support participants in data analysis, monitoring and reporting process
- Provides inputs for the data management
EXPECTED OUTPUTS AND DELIVERABLES
International expert:
TASK 1: Design and implement a conflict scanning for the three districts Heet, Fallujah and Ramadi
Develop the overall methodology and tools for the conflict scanning: Up to 4 days
Provide technical supervision of the conflict scanning team: Up to 5 days
Support the updating of conflict data: Up to 3 days

National Experts

Support CEWER Working Groups in updating regularly the conflict scanning data set: Up to 3 days
Validate and cross check data when required: Up to 1 day
Task 2 – Capacity Development for CEWER Working Groups
Provide input on the capacity development strategy on conflict scanning and development measures: Up to 1 day
Provide input on material for the capacity development measures: Up to 1 day
Implement capacity development measures: Up to 3 days
Task 3 – Support the CEWERS Data processing, recording and analysis
Provide inputs on the SoPs for data processing and recording: Up to 0.5 day
Provide inputs on conflict indicators: Up to 0.5 day

REQUIRED QUALIFICATIONS AND SKILLS
International Expert
Education
Advanced University degree in Peace and Conflict Studies, Political Science, Social Science, Development Studies.
Experience
- A minimum of 5 years of experience working in conducting research, capacity development and conflict scanning
- Experiences in working with multinational teams
- Previous experience in an emergency or conflict-afflicted setting.
- Experience working on peacebuilding activities, ideally in the MENA region is an asset
Language
- Excellent command of English
- A good command of Arabic is a strong asset.
National Expert
Education
Advanced University degree in Peace and Conflict Studies, Political Science, Social Science, Development Studies.
Experience
- A minimum of 5 years of experience working on in conducting research and scanning particularly in the area of peace, conflict, and social cohesion.
- Experience in planning and conducting both qualitative and quantitative research (conducting survey fieldwork, data collection, validation, entry, and analysis).
- Experience in designing and delivering training workshops.
- Previous experience in an emergency or conflict-afflicted setting.
- Experience working on peacebuilding activities in Iraq
- Strong understanding of gender issues and sensitivity
Language
- Excellent command of Arabic.
- A good command of English is a strong asset.
DURATION AND TIMELINE
The consultation will be conducted from January to February 2024.
LOCATION OF ASSIGNMENT
Home-based for the International Expert, with possible field missions to Iraq.
Iraq for the National Experts.
