**Project Overview and Role:**The Humanitarian and Stabilisation Operations Team (HSOT) provides the Foreign, Commonwealth and Development Office (FCDO) with humanitarian services and stabilisation support. The Office for Conflict, Stabilisation and Mediation (OCSM) leads on UK efforts to prevent and manage conflict globally. It works closely with HSOT, operating within FCDO to lead the UK Government’s humanitarian response to conflict and humanitarian disasters in co-operation with the United Nations, the Red Cross and Red Crescent Movement, non-governmental organisations and governments of disaster-affected countries.

Primary Duties and Responsibilities:

The HSOT Early Warning, Analysis (EWAR) and OCSM Risk, Response and Research (R3) team are at the forefront of conflict and humanitarian information and analysis, working at the heart of government to inform senior-level decision-making and acting as thought leaders on analysis. Working collaboratively, both teams monitor global events to provide early warning, alerts, and shape responses by delivering insights through clear and targeted analytic products – primarily a bi-monthly Global Conflict Risk Assessment and the Humanitarian Early Warning Note). This involves overcoming a challenging information landscape through mixed method approaches. as well as developing and improving methodologies, such as machine learning, that ensure decision-making is grounded in the best available evidence.
This position will work to both EWAR/HSOT and R3 as it will primarily be focused on assessing conflict risk and impacts.

Conflict monitoring and horizon scanning

  • Provide inputs for OCSM Global risk assessment by monitoring, researching and analysis of potential conflict risks .
  • Manage, structure and store relevant conflict and humanitarian data for analysis.
  • Generate cross government Conflict Early Warning and comparative analysis products for senior FCDO officials and cross HMG.
  • Produce updates and situation reports on sudden onset and emerging crises

Analysis

  • Provide advice and guidance on using a range of quantitative and qualitative data sources
  • Develop approaches and tools to identify and prioritise conflict risks and support decision-making
  • Analyse and interpret data to produce an initial assessment of the global picture of risk and key contexts to flag, helping establish FCDO Conflict and Instability risk ratings.
  • Develop and support production of eye-catching products with visuals communicating risks.
  • Maintain strong working relationships with key HMG and external stakeholders, including scientific or economic experts, to inform early warning analysis.
  • Establish and manage joint analysis meetings, in the form of risk review meetings
  • Organise and participate in workshops with key stakeholders to identify priorities, assess aggregated risk, and identify opportunities for response – redevelop analysis and products accordingly.
  • Present risk analysis to the risk review meetings for challenge and consideration of risk ratings
  • Manage meeting outputs and their inclusion in analysis products.

Required Qualifications:

  • Advanced information management skills including proficiency in Excel and Power Bi.
  • Knowledge of statistical and/or mapping/GIS software.
  • Demonstrable knowledge and experience of conflict theory, practice and architecture, conflict risk assessment, and planning and managing responses to conflict.
  • Degree level or equivalent qualification / experience in a related subject.
  • Research and field operational experience with INGO, UN or similar organisation.
  • Proven research and analytical skills and proven experience of providing conflict information management and reporting during rapid onset crises.
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload, while conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Willingness to deploy in support of FCDO’s work in an emergency.

This is a London based role, candidates must have a minimum of 2 year residency in the UK to qualify for the level of clearance required for the post.
