CONTEXT:

Crises have evolved to become more and more protracted, with people facing a multitude of heightened shocks and long-term stresses. Exposure to risks is driven by the interaction of multiple compounding factors such as disability, diversity, gender, age elements as well as environmental factors (social, economic and cultural conditions of different contexts). This challenges the resilience of target populations, as well as the resilience of the humanitarian system itself. The existing vulnerabilities and specific needs are increased by systemic disruptions and inability of duty-bearers to ensure the centrality of protection, with an emphasis on starting with the perspective of those experiencing violence, coercion and deprivation.

Our approach to conflict sensitivity (CS) aims at promoting an understanding of contextual dynamics, shocks and stresses. The first step of this Conflict Sensitivity is to improve understanding of Conflict dynamics.

HI aims at improving disability, diversity, age and gender (DGA)-inclusive conflict-sensitive (CS) analyses to improve the Humanitarian Programme Cycle, and thus centrality of protection in humanitarian responses. The position of Conflict Analyst will support the Global Protection Cluster (GPC) in improving its ability to support conflict analysis in Protection Analysis Updates.

Handicap International (HI) is looking for a dynamic, creative and bilingual Conflict Analyst. This contract is created as part of a secondment to the Global Protection Cluster (GPC) in improving disability, diversity, age and gender (DGA)-inclusive conflict-sensitive (CS) analyses to improve the Humanitarian Programme Cycle, and thus centrality of protection in humanitarian responses. The Conflict Analyst will remotely support Conflict-sensitive Protection Analysis Updates from Protection clusters on the field.

OBJECTIVES:

The Protection & Risk Reduction (P2R) Division works on Protection of Civilians facing natural and man-made risks, often intertwined. The division has 30+ staff working on Inclusion, Protection against violence and abuse, Disaster risk reduction & Climate Change, as well as Armed Violence Reduction.

The Global Protection Cluster (GPC) Secondment Project is led by a Project Manager, coordinating a Project Officer with expertise on Disability-Inclusion, Age-Inclusion and an Analyst on conflict dynamics. All those positions are providing services to the GPC.

As conflict analyst, you will be in charge to:

  • Support field Protection Clusters in updating PAUs on their Conflict Dynamics analysis.
  • Co-create and contribute to dissemination and trainings (both at global and field levels) to mainstream Conflict Analysis capacities.
  • Participate in relevant GPC, and other meetings related to the position.

DESIRED PROFILE:

  • You hold a University Degree, preferably Master’s degree in Humanitarian development and/or Peace & Conflict studies.
  • You have a minimum of 4 years experience, integrating experience abroad, in context and conflict analysis in humanitarian / conflict environments.
  • You have strong communication (written and oral) and advocacy skills and agility to adapt to different humanitarian publics.
  • You are Autonomous, responsive, pedagogue and empathic.
  • You know how to interact in a multidisciplinary team, network and collaborate.
  • You are fluent in French and English (written and oral)

CONDITIONS OF THE POSITION:

  • Type of contract : short term contract of 4 months with possible extension, starting in September 2022
  • Based in Lyon, Brussels or London
  • Additional benefits: luncheon vouchers and health insurance
  • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
  • 5 weeks of annual leave
  • Local conditions if based in Brussels or London
