Rationale The decade long Syrian conflict is multi-dimensional, with several crises and interests overlapping and feeding a cycle of violence, poverty and disenfranchisement.1 Despite significant resources invested in the response, insecurity persists, and the compounded impact of displacement, worsening socio-economic conditions and climate change continues to affect the lives of millions in and outside Syria. There is an acute need to identify and enable interventions for displaced people that address both acute emergency and long-term needs. Humanitarian and early recovery actors’ interventions interact with local dynamics, often articulated along different, interconnected conflict and tension lines. This interaction seeks positive effects through the anticipated impact of the intervention, yet a solid understanding of the context is necessary to avoid unintended, negative consequences, which do harm to communities or vulnerable groups and optimize the potential for sustainable, positive impact. As part of its commitment under DRC’s Strategy 2025 to draw on evidence to inform decision making, programme design and advocacy, and in line with the development of a Core Analysis Framework globally, DRC Middle East is commissioning a regional analysis of conflict and context analysis tools and methodologies applicable to the Syria crisis. The exercise aims to look at overall good practices and gaps in terms of conflict sensitive and do no harm approaches, with the overall objective to strengthen DRC’s response from the perspective of conflict sensitivity, enhancing social cohesion and do-no-harm in Syria and Lebanon.

Syria. https://www.crisisgroup.org/middle-east-north-africa/east-mediterranean-mena/syria Deliver clear, practical and actionable recommendations for how DRC can improve the conflict sensitivity of its programmes in Syria and Lebanon, through a strengthened, systematic and embedded conflict and context analysis capacity as well as consistent use of analysis to inform programmatic and operational decision-making.

Location: The review and tools/methodology development, as well as development of recommendations report will be home-based, while the facilitation of the training will be in-person in Amman, Jordan and Lebanon. Should access not be secured, these will take place virtually.

Timeframe While the exact dates and number of working hours will be flexible and adapted to operational requirements, and finalized in the application process, a suggested breakdown of the work schedule.In advance of each phase of work, the consultant will be expected to confirm with the DRC focal point that the number of days outlined above remains appropriate; maximum figures can be reduced or increased as required, at the discretion of the DRC. Accordingly, deadlines for all deliverables will be finalized based on consultation with DRC and will be no later 30 working days after the start of the consultancy for the first draft of the report.

Role of DRC The consultant will take the lead on the tasks and deliverables outlined above, and DRC will contribute with inputs throughout the process. Furthermore, DRC will:  If required, support the consultant with visa in Jordan and Lebanon as needed;  Ensure access to relevant program documents;  Review and approve consultant’s proposed work plan, tools and methodologies, recommendations report and training package;  Support with accommodation in Jordan and Lebanon and related international and local travels);  Facilitate the organization and cover the cost of the training in Amman;  Ensure final payments will be made upon submission of all agreed deliverables; The contact point at DRC for this consultancy is the Regional Head of Programme. Role of the Consultant The consultant will be responsible for all aspects of the deliverables and other responsibilities stipulated in the proposal. The consultant will also present the findings to DRC management as well as present and discuss them during the training with DRC staff. Output documents will be reviewed for quality and final payments will be made upon submission of all agreed deliverables. The consultant will be required to adhere to DRC rules and procedures for the duration of the consultancy, including safety and code of conduct etc. The consultant will report to the Regional Head of Programme for the deliverables, and work closely with the Regional Humanitarian Disarmament and Peacebuilding Coordinator. Key requirements:  Arabic speaking skills are a must. Fluency in English speaking and writing required;  Advanced degree in Social Sciences, Development studies, Peacebuilding, Conflict management studies and/or related discipline;  Demonstrable understanding of and experience working in or on the Syria crisis context;  Demonstrable understanding of and experience working on conflict analysis and conflict sensitivity in complex crises contexts;  Strong and proven experience in developing conflict analysis/sensitivity tools and methodologies; conducting conflict analysis and conflict analysis/sensitivity trainings;  Highly organized and autonomous, able to multi-task and to plan and prioritize timely delivery of outputs;  Sound understanding of humanitarian and protection principles and their application;  Politically and culturally sensitive with demonstrable qualities of patience, tact and diplomacy.
