Terms of Reference

I. Position Information

Position title: CIOP Master Trainer

Appointment Type: Consultancy

Duty Station: IOM-Bahrain

Duration: 6 months

Reporting directly to: Training and Learning Management Coordinator

Overall supervision by: Chief of Mission, IOM-Bahrain

II. Background

The International Organization for Migration’s (IOM) mission in Bahrain supports Governments and other stakeholders in developing tailored orientation programmes throughout the labour migration cycle. This is to holistically address the information needs of prospective, outbound, current and returning migrant workers. This approach could contribute towards supporting well-informed decision-making, enhancing skills to effectively navigate work and life abroad as well as assist managing different components of departure and return.

Within this scope, IOM-Bahrain is host to the Comprehensive Information & Orientation Programme (CIOP) Hub, which has a mandate to serve IOM missions, Governments and various stakeholders around the world in advocating for, developing and implementing comprehensive, tailored and harmonized orientation programmes for migrant workers throughout the labour migration cycle.

The CIOP Master Trainer will support the development of all necessary training and orientation materials and tools as well as develop and deliver the training of master trainers in French and Arabic. S/he will report to the Training and Learning Management Coordinator.

III. Scope Of Assignment

The CIOP Master Trainer will be responsible for providing key support for the development of the orientation programme material and training material for various projects.

This will include designing training and orientation curricula, facilitating trainings and orientations, supporting relevant information needs assessments, as well as liaising with relevant focal points.

IV. Tasks

The CIOP Master Trainer will provide coordination, administrative and logistical support to activities that will contribute to the conceptualization and implementation of orientation and training programmes for various projects.

S/he will be expected to:

Support the Development of Training and Orientation Material

  • Review and update relevant documents, guides, and manuals related to the development of orientation programmes.
  • Develop effective and engaging curricula for orientation programmes at all stages in the labour-migration cycle, referring to recommendations from relevant regional guides and IOM’s Migrant Training Philosophy.
  • Develop orientation materials, including trainers’ manuals and relevant supporting material for trainers and migrant workers to use during orientation sessions.
  • Support the development of training curricula and facilitating training sessions for master trainers and migrant workers.
  • Develop assessments and evaluations to measure the success of the trainings and orientation programmes.

Trainings of Master Trainers and Delivery of Orientations to Migrant Workers

  • Review and update relevant documents and guides related to trainings including the Trainer’s toolkit and summary reports.
  • Undergo training to become a Master Trainer for the comprehensive information and orientation programme.
  • Deliver trainings and orientations in French and Arabic.
  • Act as a mentor to new trainers.

Support Information Needs Assessment in Bahrain

  • Conduct key informant interviews and focus group discussions, with the guidance and support of the CIOP Research Team.

VII. Required Education and Experience

* This position is only open to those with Bahraini citizenship, or a valid residency permit in Bahrain.

  • Bachelor’s degree in a related field.
  • At least three years of professional experience in training and education in Arabic, as well as French and/or English.
  • Demonstrated professional experience in developing training curricula and delivering high-quality trainings.
  • Good understanding of issues relating to migrant workers.
  • Excellent reading and writing skills in English, French and Arabic.
  • Strong conceptual and analytical abilities.
  • Ability to work under time pressure and deliver work of outstanding quality.
  • Previous experience with an international organization is an advantage.

VIII. Languages

  • Professional fluency in spoken and written English, French, Arabic is required.

IX. Confidentiality Agreement

Contracted consultants are not permitted to use any of his/her gathered data, reported findings, contributions to the draft and final reports to further his/her personal research.
