2. Purpose of the assignment:

The purpose of this assignment is to develop and facilitate a thorough Peace and conflict analysis with a special focus on gender and inclusion for a BMZ funded proposal in Sahel (in Mali (Région Ségou / Cercle Tominian / Communes Tominian, Timissa, Lanfiala, Fangasso, Koula) and in Burkina Faso (Région Centre Nord / Communes Kongoussi, Tikaré)) in partnership with ADRA Burkina Faso, Mali and Germany. The study is to provide ADRA with a sound basis for developing a project concept, by identifying project prerequisites, opportunities and risks.

This comprehensive study will analyze the peace and conflict components, resilience, gender and inclusion as well as sustainability of the proposed project intervention. The study will provide concrete and practical recommendations that will assist with finalization of the project design elements, including local implementing partner assessment, problem analysis and relevance of the proposed project intervention, stakeholder analysis, amongst others.

The study will also perform an alternative analysis and make a description of possible solutions for the proposed project. Each of the solutions should be carefully analyzed and for making the final decision should also be available. Evaluation criteria to investigate the possible solutions should be set and defined. Once the criteria are used and compared to evaluate the solutions, most feasible solutions should be proposed in the report.

3. Project Description The project will be implemented in cooperation with two local partner organizations: ADRA Burkina Faso and ADRA Mali. The project aims strengthening crisis response in the fragile province by providing transitional life-sustaining assistance and stabilizing structures to ensure sustainable livelihoods by improving food security, resilience, and equity among IDPs and host communities.

Specific outcomes of the project are:

  1. An inclusive social dialogue for peaceful coexistence is initiated by improving “good governance” practices on participatory planning, use and management of collective, basic social infrastructures.
  2. The food and nutrition situation of the target households in the intervention areas is improved through sustainable management of natural resources and the target households have diversified sources of income.
  3. Resilience to disasters of host communities and IDPs is strengthened, they are better prepared and able to cope with future crises.

4. Objectives of the study:

1. Data collection and analysis of up-to-date technical and socio-economic information available on livelihoods and resilience sector in targeted areas to justify project rationale, geographic coverage, project beneficiaries, and other details of the proposed project as a baseline. This will include assessment of peace and conflict, resilience and socio-cultural feasibility of the proposed project. It shall specifically review the potential of enhanced livelihood outcomes and food security, gender equality and support towards peaceful and inclusive cohesion.

2. In conjunction with project activities, develop the Project Implementation Framework (PIF) including institutional responsibilities, project resource utilization and timeline. The PIF has to be in line with the annually allocated resources.

3. Carry out initial consultations with key project stakeholder and beneficiaries of the planned project and provide record of stakeholder consultations.

4. Justify any recommended changes, as needed, to the proposed project design to ensure its feasibility. Any changes shall also be applied to the planned results, activities and indicators.

Main issues to be explored and analyzed:

Gender Risks

  • Analysis of the gender dynamics relevant for the target groups (Gender Analysis): which specific needs that could arise in view of gender, age or disabilities; special vulnerabilities, access to resources, presence on decision-making bodies, capabilities, potentials, knowledge, interests, risk factors etc

Resilience Analysis:

    • What are the risks and crises (recurrent stress situations, impending shocks, chronic stress factors) facing people and local systems. Please refer to the political, social, economic, ecological and security dimensions. If possible, describe the root causes of these risks and crises and also how they impact the target group.
      – Which risks in the project region (as described) the target group is to be made more resilient to.
      – Which target groups and which parts of the system (e.g. health, economy, education) are to be made more resilient.
      – Describe what existing potentials and competencies can be further developed so as to help deal with crises and shocks.
      – What are the resilience capacities for stabilisation, adaptation and transformation that are to be strengthened, state at which level (individuals, households, communities/local structures).

Risks related to Peace & Conflict (PCA):

  • Description of the main factors leading to conflict, fragility and violence as well as needs for peace
  • Assessment of the relevance of the planned project to peace and security
  • Identification, definition, and assessment of the risks and the risk management in the context of conflict, fragility, and violence
  • Guidance on monitoring impacts and avoiding negative impacts

5. Suggested methodology

The consultant/team is expected to use a diverse set of methodologies:

  • Desk review: The PCA should make use of existing peace and conflict analyses and literature and reference frameworks for Nigeria wherever possible.
  • Interviews: Interviews involving representatives of CBM and the local partner organizations and relevant actors, such as representatives from clusters and other (inter-) national organizations working in Lebanon.
  • Focus group discussions: Focus group discussions may involve potential beneficiaries.
  • Analysis workshops: Analysis workshops (context analysis; assessment of relevance; risks and monitoring) allow key project stakeholders to engage in a participatory conflict analysis process.

The study is expected to be conducted in a disability-inclusive and participatory manner, using a gender-sensitive as well as conflict-sensitive approach.

The study team is expected to use, at a minimum, the following methods for his/ her work:

  • Review of the design documents, including technical annexes, literature review, documents
  • Review existing policies and structures, government development strategies, as well as relevant studies and research project that could serve as a basis.
  • Assess the proposed activities, as well as selected intervention to address identified needs.
  • The consultant will visit the targeted communities for interviews, photos of the target area and collect any other relevant data. The consultant will examine the identified target group, their needs and their role in the broader social context as well as relevance of the planned project activities for addressing their needs.
  • Review main governmental and non-governmental stakeholders with a purpose to review to see risks and challenges but also potential and opportunities for cooperation.
  • Identify potential obstacles and alternatives to overcome the foreseen challenges.
  • Review and analyze all available project design elements and draft documents related to the project concept if necessary.

6. Work Deliverable:

The consultant will deliver the following deliverables:

  • A study outline, including proposed methodology and data collection tools, table of content and a timeline of research activities prior to site visit of project locations.
  • A comprehensive report of approximately and not more than 30 pages with practical recommendations and relevant annexes
  • A review of main project design elements and provision of recommendations (including a revised log-frame with SMART indicators for project objectives, listing related activities, and required resources)

7. Expertise required / Required qualifications

The consultant team is expected to have qualifications, expertise, knowledge, skills, and relevant experience in the following:

  • Minimum of Graduate / Master’s degree in social science or alike
  • Experience in peace and conflict analysis and gender study, esp. with GIZ or BMZ back donor
  • Solid methodological and research skills
  • Ability to travel within Burkina Faso & Mali
  • Excellent English and French language skills

8. Workplan, / tasks, responsibilities and tentative timeline

A total duration of the assignment is up to 30 working days from signing of the agreement onwards:

A study outline/ proposed methodology 2 days

Inception workshop 1 day

Data collection site visit to the project locations 15 days

Draft study with annexes 9 days

Revisions incorporation and final draft 3 days

The start of the contract is expected to be 08.08.2022 and the final report is to be delivered by 19.09.2022.

9. Selection criteria

In addition to the quality of the content of the offer, the total price and scope of the services offered, previous experience of the services offered, previous experience, references and target group orientation are also taken into account. The following evaluation basis is available for this:

  • Presentation of experience (incl. references) in the implementation of comparable
  • evaluations (30%)
  • Concept sketch with a first method proposal and work plan (40%)
  • Qualification of the team (30%)

For the evaluation of the proposals the indicative method will be used. The proposals will be ranked using the formula below to determine the proposal with the best value for money. The contract will be awarded to the bidder with the best value for money.

Formula: Ratio Z= Total Technical Points (TP) / Quoted Price (P).

10. General Data Protection Regulation All documents collected and data collected are to be treated confidentially and, in the case of personal data, in accordance with the provisions of data protection law (in particular the EU General Data Protection Regulation and the Federal Data Protection Act) and are to be used exclusively for the evaluation. Interviews are always anonymized. No later than one year after the completion of an evaluation, the contractor shall destroy the data and documents permanently and in accordance with data protection law.
