Takaful Al Sham Charity is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict-affected population.

Takaful Al Sham Charity partners directly with affected Syrian populations delivering humanitarian and development programs, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Role Purpose:

The Compliance Officer is responsible for reviewing and assessing internal controls and practices, as well as related Takaful Al-Sham (TAS) procedures. The Compliance Officer will evaluate and examine policies and procedures and systems in place and perform tests to assess adequacy and compliance with TAS policies and procedures, in addition to measure the compliance with TAS’s donors and legal regulations. The purpose of these assessments is to provide management with an independent, objective assurance and consulting activity to add value and improve TAS’s operations.

OBJECTIVES

  1. Ensure internal controllability and facilitate the implementation of TAS procedures and policies.
  2. Ensure the preparation and follow-up of external audits, spot checks, and due diligence, carried out at headquarters or in the field
  3. Provide the necessary support in conducting internal Spot-checks.

KEY RESPONSIBILITIES

Assess TAS management’s appetite for compliance with donor contracts/agreements; and the impact on TAS`s policies and procedures.

Conduct financial, regulatory, operational audit/reviews and compliance testing of TAS’s policies and procedures to establish reliability and integrity of financial and operating information.

Reviewing and Checking procurement processes including tenders and sealed envelope offers in addition to checking vendors’ contracting and payment related documents and ensure its compliance with the organization’s policies.

Reviewing and Checking the recruitment process and ensure its compliance with the organization’s policies.

Ensuring that organization’s operations are committed to donors and legal requirements and regulations.

Follow up on project reports and assure the quality of the reports and all donor requirements.

Performing risk assessments on key organizational activities and processes, and using this information to guide what to cover in audits

Participating in investigation committees related to fraud, corruption, bribery and Code of Conduct violation cases.

Participation in bids evaluation and recruitment committees as a committee member or an observe.

Following up with departments about the findings and recommendations related to TPM and audit reports.

Conduct value-for-money audits.

Provide recommendations on how the economy, effectiveness, and efficiency can be improved for better use of resources.

Make recommendations on the systems, processes, operations, and procedures reviewed; follow up agreed actions with management.

Prepare a report to The Head of Internal Audit from time to time on the major risks and areas of concern.

Prepare timely monthly and quarterly internal reports highlighting work done, findings, and relevant recommendations.

Other duties as assigned.

Qualification and Experience:

Bachelor’s degree in the field of Economics, Finance, Auditing, or another relevant discipline.

At least three (3) years of experience in compliance, risk management, internal control, or equivalent relevant operational experiences.

Knowledge of Finance, HR, and Procurement work procedures and best practices.

Knowledge of IAS or other internationally recognized auditing standards is desirable

Demonstrated ability to use relevant Data Analytics Tools

An ability to gather, analyze and evaluate facts, define problems, draw valid conclusions and to prepare and present concise oral and written reports

An ability to establish and retain effective working relationships with

Certified in internal or external audit (CIA, CFE, CISA) an advantage

Very good computer skills

Rigorous & trustworthy

Good command of written and spoken English.
