ABOUT ADRA: The Adventist Development and Relief Agency is an independent, humanitarian agency established for the specific purpose of providing individual and community development and disaster relief. ADRA Yemen pursue a mission of changing the world by uplifting one life at a time. ADRA serves more than 118 countries and is present in Yemen since 1995. It has more than 1200 aid workers serving in Yemen making it one of the biggest ADRA operations in the world. Its programs are supported by BHA, The Japan Platform, DANIDA, German Foreign Office, German Humanitarian Aid, Sida, IHA Canada, UNOCHA, WFP and FCDO. It has presence in 12 Governorates in Yemen responding to almost all areas of humanitarian sectors. ADRA Yemen is undertaking programs in Yemen in the fields of health, protection, NFI and food distribution, cash assistance, and livelihoods programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.

SUMMARY:

Under the supervision of the Country Director, the Compliance Manager implements the compliance annual plan for ADRA Yemen, which include a sample of all critical aspects of the grant cycle from pre-award to post-award. This role will be responsible for supporting the project and finance management of each project, through trainings, advice, and documented recommendations, to ensure adherence to regulatory standards and industry best practices.

RESPONSIBILITIES:

Key Responsibilities

  • Design and/or update the “Project Risk Assessment procedure” with criteria from the donor regulations, ADRA policies and procedures, and applied to the implementation context. The procedure must include a risk register.
  • Conduct project risk assessments, based on the approved procedure described above.
  • Keep a risk register for each project and keep track of it, ensuring that each register is updated at least every two months.
  • Based on the risk assessments, and other sources, identify priority areas and propose an annual compliance plan to the Country Director for approval. Review it and revise it quarterly.
  • Conduct and/or participate in investigations of compliance issues, when established in the policy, or when delegated by the Country Director.
  • Serve as a final resource for employees to seek clarification on compliance issues.
  • Serve as the focal point for the feedback and complaints reporting mechanism of ADRA Yemen
  • Maintain documentation of compliance activities, such as complaints received or investigation outcomes in accordance with the compliance plan.
  • Review documentation, such as procurement records, to ensure there are no violations of standards or regulations.
  • Provide employee training on compliance related topics, policies, or procedures.
  • Monitor the implementation of company policies and procedures in accordance with the approved compliance plan.

Compliance Management

  • Work with finance team and program staff to ensure that key processes and systems are in place to manage grant risk assessments, donor financial compliance, and reporting management processes according to the approved compliance plan.
  • Coordinate with management to ensure compliance with due dates for submission of budget, technical and programmatic reports to donors.
  • Reviews a sample of proposed grants budgets within a month of submission to ensure consistency with proposal requirements; accuracy in the calculation of salaries, direct and indirect expenses; compliance with established regulations; and makes recommendations to finance and program staff for revisions when appropriate.

Budget Monitoring

  • Engages with relevant staff of selected grants to monitor personnel salary and benefit data for the purpose of identifying discrepancies, resolving problems and/or issues, and ensuring that expenditures are in line with budget limits.
  • Works with managers and other members of the Finance team to streamline internal financial reports and reporting processes to deliver more efficient, more effective, and more useful reports and analysis.
  • As part of the compliance plan, track and report to the Country Director on a monthly basis, the status of projects’ cash flow forecasts, procurement plans, and donor reports.
  • Propose improved policies and systems regarding spending guidelines, cost savings, cost allocation, cost recovery and annual planning.
  • Work with members of the finance team during annual audit to ensure that relevant information is transmitted to the auditors in a timely manner.

Other related responsibilities

  1. Maintain current knowledge of local government requirements related to financial matters and verify compliance with tax regulations and other legal requirements according to the compliance plan.

Administrative

  1. Submit timesheets to be approved by the supervisor.

Performance Indicators:

  1. Honesty and integrity in all work activities.
  2. Compliance monthly report submitted on time to the Country Director
  3. Corrective and preventive actions are followed up according to corrective action plan.
  4. Number of problem-solving type of recommendations issued per month.

Minimum Qualifications

  • Minimum of a Professional Degree in Accounting, Business Management or Economics
  • Professional Qualifications (ACCA, CPA, CIA, CFE, etc.), added advantage.
  • Minimum 5 years audit experience,
  • 8 years of project finance management in the development and/or the emergency context
  • Five years of experience working overseas in a multicultural environment, added advantage.
  • Excellent communication skills to convey sensitive information under significant pressure and ability to motivate people to take action.
  • This individual is a self-starter: bright, motivated, and dynamic, capable of attention to detail and maintaining the confidentiality of sensitive compliance data.
  • Proven experience and knowledge of USAID guidelines, etc.
  • Proven understanding of INGO work is a plus
  • Possess specialized knowledge, skills, abilities, and experience to use independent judgment in the performance of their duties and be capable of carrying out work with little guidance or supervision.

  4. Computer literate with very good working knowledge of word processing, spreadsheet, and email software programs.

  6. Fluency in English is required, and Arabic would be an added value required.
  7. Excellent written and verbal communication and interpersonal skills.
  8. Attention to detail and accuracy.

  10. Honest at all times and conform to the regulations of the agency and of the Seventh-Day Adventist church.
