Complexity Aware Monitoring, Evaluation, and Learning (CAMEL) Manager, USAID-funded Promoting Human Rights in Armenia (PHRA) Activity.

Counterpart International is seeking a Complexity Aware Monitoring, Evaluation, and Learning (CAMEL) Manager for the upcoming USAID-funded Promoting Human Rights in Armenia (PHRA) Activity. The program will promote human rights and fundamental freedoms in Armenia by preventing and responding to human rights violations and by enhancing rights protection. The CAMEL Manager will serve a key role in leading Counterpart’s context-relevant activity implementation of sensitive human rights issues, while upholding do no harm principles.

The CAMEL Manager will lead design and implementation of the project Monitoring, Evaluation, and Learning (MEL) Plan, leading reflection and learning activities, leading context monitoring and analysis to inform adaptive programming. As part of Counterpart’s CAMEL framework, the CAMEL manager will also be responsible for leading periodic reviews of program complexity, investigating blind spots in the activity’s theory of change, and championing adaptive management.

The CAMEL Manager will work with Counterpart’s US MEL team to analyze data and to use data visualization tools to demonstrate program impact, as well as oversee and maintain the project DevResults platform, ensuring data accuracy and completeness. The CAMEL Manager will supervise two direct reports, which will be responsible for implementing the MEL plan. This is a full-time position based in Yerevan, Armenia that will report to the Chief of Party.

Responsibilities

• Develop, implement, and oversee the program’s MEL Plan and performance management and reporting system (DevResults), ensuring alignment between the two.
• Manage regular context monitoring (e.g., data collection of sentinel indicators, political economy analyses, gender analyses, etc.) to determine entry points, and barriers for PHRA in addressing sensitive human rights issues.
• Facilitate adaptive management and learning with Counterpart staff, program staff, and donors, throughout the project life cycle using flexible and responsive mechanisms.
• Establish, maintain, and provide comprehensive training on data collection and management systems to project staff, and partners.
• Design and oversee internal assessments and evaluations to assess program impact.
• Collaborate with external evaluators for independent studies, assessments, and evaluations of the project.
• Ensure the collection and integration of high-quality quantitative and qualitative data into the MEL Plan, utilizing effective data collection methodologies, cross-referencing, analysis, and periodic data quality assessments.
• Ensure data integrity and security throughout the process of data collection, storage, entry, verification, cleaning, analysis and reporting.
• Ensure these frameworks effectively track progress, measure outcomes, and assess impact.
• Identify and define key performance indicators (KPIs) for monitoring project progress and outcomes and ensure they are measurable, relevant, and aligned with the project’s strategic goals.
• Conduct regular site visits to ensure effective monitoring and provide technical assistance for project activities.
• Aggregate, analyze, and synthesize data for comprehensive reports to USAID and Counterpart US office.
• Implement quality control measures to ensure the accuracy, reliability, and security of data collected.
• Work in close collaboration with the COP and US staff to lead Collaboration, Learning and Adaptation (CLA) activities, including but not limited to reviewing program performance, identifying learning (opportunities; challenges) incorporating best practices and insights into project adjustments.
• Identify knowledge gaps and opportunities to enhance knowledge and practice within the project scope.
• Produce high quality, accessible written analyses to inform stakeholders and guide project priorities.
• Lead the development and implementation of a Learning Agenda, including a learning dissemination strategy and regular learning activities to address critical knowledge gaps.
• Regularly report on program progress on a monthly, quarterly, and annual basis to all project participants.
• Communicate MEL findings and engage stakeholders in discussions about project adjustments and strategy.
• Make data-driven decisions to modify and improve project strategies and activities.
• Address any privacy, consent, and data protection issues related to MEL activities.
• Oversee and maintain the organization’s DevResults platform, ensuring data accuracy, completeness, and alignment with the project MEL Plan and activities.

Qualifications

• Bachelor’s degree in international development or other relevant social science.
• Minimum 8 years of experience working in international development programs.
• Experience managing complexity-aware monitoring and evaluation for international development programs, including designing and implementing MEL results frameworks; developing MELP, indicators; developing and implementing learning agendas and activities; and supporting adaptive context- responsive management.
• Experience in training and capacity strengthening and fostering a collaborative relationship with MEL and other program staff.
• Experience with data analysis and presentation using Excel, Kobo Toolbox, and advanced data analysis and visualization packages.
• Experience conducting research and analysis for technical programming.
• Exceptional analytical writing abilities, capable of producing clear, concise, and impactful reports and communications.
• Experience working effectively with government officials, non-governmental partners, and USAID and/or other donors;
• Proven leadership skills with the capability to guide, mentor, and supervise a team.
• Advanced oral and written communication skills in Armenian and English.

Preferred

• Master’s degree in international development or other relevant social science.
• Additional software and technical skills (databases, mobile technology, GIS, and statistical packages) preferred.
