Proposal Summary:

The purpose of this anticipated program is to build the capacity of Haitian citizens and institutions to reduce gang violence through a three-pronged approach that connects the police, communities, and social services in targeted neighborhoods. The goal is to see measurable improvement in the safety and security of Haitians in the targeted communities.

Position Summary:

The Team Lead will be responsible for the implementation of the community-based policing efforts and capacity strengthening of the Haitian National Police (HNP). This includes technical assistance to improve systems such as financial, human resources, general management systems, data collection and analysis, etc.; and training for police officers. Support will be provided to strengthen the HNP’s community-based policing efforts that promote proactive development of solutions to the insecurity issues faced by residents in target neighborhoods.

Responsibilities:

  • Responsible for increasing organizational capacity that allows police officers to execute their functions to prevent crime, intervene in criminal activities and plans, and enforce the rule of law in accordance with democratic policing principles.
  • Responsible for improving police-citizens relations that result in a higher level of trust in the police.
  • Responsible for increasing citizen security, including stronger police presence coupled with a reduction in violent crimes in targeted communities.

Qualifications:

  • A relevant Master’s degree with at least 10 years of technical experience or a relevant Bachelor’s degree with more than 10 years technical experience in the development, implementation and management of crime prevention, community-based policing or security sector reform programming.
  • Must have strong leadership, program and organizational management and communication skills, as well as sound analytical abilities.
  • Experience with training development required.
  • Proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short term international and local experts is required.
  • Fluency in French and or Haitian Creole preferred.
  • Experience working in Haiti or in a country with a similar level of socio-economic development is desirable.
  • Experience working with or in law enforcement is desired.
