The Mercy Corps Iraq Team

Mercy Corps has worked across Iraq’s 18 governorates since 2003. Mercy Corps Iraq has a whole-of-Iraq approach and operates across nine governorates: Anbar, Basra, Duhok, Baghdad, Erbil, Kirkuk, Ninewa, Salah al-Din, and Sulaymaniyah with an experienced team of nearly 250 national and international staff. Through our extensive portfolio, Mercy Corps Iraq has formed strong relations with the communities and local authorities where we operate and has an in-depth understanding of the security and cultural context in the areas where we work. Mercy Corps Iraq is currently implementing seven programs in Ninewa Governorate, with a demonstrated track record of working together with local stakeholders – from government directorates, as well as community leaders, women’s associations, local councils, Municipal Councils, Provincial Councils, Ninewa and Mosul Universities, and local and international NGOs. Mercy Corps has an especially strong background in designing and enacting social cohesion activities and peacebuilding with communities.

 

Program Summary

Mercy Corps is implementing Phase 2 of the Hiwar programme in the Heet, Fallujah, and Ramadi districts of Anbar Governorate. Under Phase 2 of the proposed 19-month programme (December 2022 – June 2024), Mercy Corps will significantly scale-up activities conducted in Phase 1 and engage in new activities to enhance the impact of the overall objective: Administration and population in selected communities have increased trust and are able to jointly meet community needs. This will include continuing to strengthen linkages and foster dialogues between community members, community committees and government administrative structures (vertical social cohesion), and supporting these groups with additional activities such as capacity building of employees within administrative structures, creating avenues for women and marginalised groups to voice their specific needs to the government, facilitating inclusive service provision that meets the specific needs of all groups The programme will also facilitate the delivery of three to six infrastructure projects that are in line with local development plans, and the development and implementation of citizen participation initiatives that raise awareness on the importance, relevance, and existing possibilities of citizen participation in their communities and within the government structures in Anbar.

 

General Position Summary

The Community Mobilizer will work closely and under supervision Community mobolization Advisor to support in implementing the daily activities of Hiwar/2 in Anbar administratively.  This program seeks to implement the Hiwar program in the Heet, Fallujah and Ramadi districts of Anbar in order to contribute to the overall project objective of Hiwar  the conditions for improved livelihoods of the population of selected Anbar communities have been strengthened. The specific goal for Hiwar is administration and population in selected communities have increased trust and are able to jointly meet community needs 

 

Essential Responsibilities

  • Implement and organize program activities in Anbar according to the work plan.
  • Regular site visit to the program implementing areas to follow program activities implementation. 
  • Work together with local government and key stakeholders to facilitate and coordinate the program activities implementations.
  • Submit monthly and weekly activities progress report for program implementation to Community mobolization Advisor.
  • Support in the documentation process for program activities.
  • Prepare additional reports/presentations/statistics as needed.
  • Attend project related meetings and trainings.
  • Abide by all security protocols.
  • Disseminate and document success stories of program
  • Conduct him/herself professionally and in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
  • Any other duties as assigned by the supervisor

 

Supervisory Responsibility

No supervisory role to MC staff

 

Accountability

Reports Directly to: Community mobolization Advisor

Works Directly With: Program Team, MEL, Finance, procurement and Operations teams.

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically toward partners, participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects


Qualifications & Preferred Skills

Minimum Qualification and Transferable Skills

  • Bachelor’s degree or equivalent.
  • At least 2 years of work experience with an INGO / local NGO administratively
  • Prior skills in organizing training/events is a plus
  • Demonstrated success working effectively and respectfully with multiple stakeholders including the private sector, local authorities, and partners in complex environments.
  • Successful and proven negotiation, communication, and organization skills
  • Computer skills – Word and Excel desired
  • Language skills – Arabic, English desired
  • Ability to work and interact with a diverse staff from different ethnicities and backgrounds
  • Ability to conduct oneself with sensitivity and respect toward others
