Key working relationships:

  • Position Reports to: PRoL Manager, Ukraine
  • Position directly supervises: TBD

  • Internal collaborations within IRC: Sr Protection Monitoring officer, Sr Responsive information officer, Child Protection team; WPE team; Economic Recovery and Development team; Health team.

  • External collaborations to IRC: Protection and information services actors, organizations and agencies

The Protection and Rule of Law (PRoL) community Mobilizer will be responsible for overseeing the implementation of prevention and awareness-raising activities in terms of PRoL within the communities of implementation. The Community Mobilizer will be based in Vinnytsia and with frequent trips to surrounding localities. The responsibilities of the PRoL Community Mobilizer fall within the following objectives:

· Conduct surveys and assessments in the communities and provide feedback and suggestions for developing the protection program

· Identify protection issues at the community level in linkage with the Sr PRoL officers

· Sensitize the population on their rights and access to services

· Deliver information sessions on protection, rights and entitlements, and other issues as required

· Identify protection needs in the field and provide on-site counselling to persons of concern, in coordination with the Sr Officers

· Create positive relations with the community through regular meetings and informal discussions for identifying and addressing protection needs and issues

· Conduct a regular service mapping

· Ensure information for self-referrals and safe referrals to other services

· Communicate about services available within IRC, IRC’s partners and in the communities

· Identify themes requiring the organization of awareness-raising

· Support conducting Focus Groups discussions and interviews

· Assists the Sr officers and manager in identifying, training and supporting volunteers (e.g. community focal points)

· Supervise and provide technical support and training to volunteers and monitor their activities

· Maintain open and professional relationships with team members, promoting a strong team spirit and providing supervision and guidance to enable teams to complete their tasks successfully

· Distribute Information, Communication and Education (IEC) tools to volunteers

· Liaise with community leaders and other sectors and agencies working locally

· Provide weekly reports on the progress of outreach activities.

Requirements:

· Language: Ukrainian, English a plus

· Previous experience in information provision / community work

· Experience facilitating group activities, trainings and workshops and mentoring others

· Excellent communication skills

· Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries

· Positive and professional attitude, including ability to lead and work well in a team setting

· High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
