Community Liaison Manager, Laos

Mines Advisory Group

MAG vacancy: Community Liaison Manager – Laos

The total package for this position is £33,900 per annum (c. USD $41,051) including salary and all allowances.

About MAG:

MAG saves lives and builds futures by working with others to reclaim land contaminated with the debris of conflict, to reduce the daily risk of death or injury for civilians, and to create safe and secure conditions for development. MAG shared the 1997 Nobel Peace Prize as a founding member of the International Campaign to Ban Landmines for our work to ban landmines. Our vision is a safe and secure future for men, women and children affected by armed violence and conflict.

About the Laos programme:

Laos has the unenviable title of being the most bombed country in the world per capita. For nearly a decade, Laos was subjected to heavy US bombing as part of the wider war in Indochina. US bombing records show that at least two million metric tonnes of ordnance was dropped between 1964 and 1973.

Working across Xieng Khouang and Khammouane provinces since 1994, MAG has directly helped more than 1,070,000 people to live safer lives, free from danger and fear. Another 2.6 million men, women and children have benefitted indirectly. Our teams have cleared more than 88,000,000 square metres of land in Laos, removing and destroying more than 295,000 items of UXO, including more than 163,000 cluster sub munitions. In addition, MAG has given more than 3,400 risk education sessions to around 128,000 people, helping them to stay safe until land is cleared.

About the role:

We are seeking a Community Liaison Manager (CLM) in Laos to oversee the safe and effective management of all aspects of Community Liaison (CL) including activities such as risk education, community baseline assessments (non-technical survey) and impact assessment to enable informed decision-making. You will create and maintain strong relationships with National Authorities, whilst ensuring CL activities are implemented to the highest standard. You will be responsible for managing CL staff, as well as contributing to the development of the strategic direction of CL in Laos. MAG’s CLMs are essential to our life-saving work and as the only international CLM in the programme this is a great opportunity to take a leading role.

About you:

The successful candidate will have experience of conducting needs or risk assessments in order to design and implement appropriate interventions and experience in the monitoring and evaluation of development projects, including changes in gender norms and social inclusion. You will enjoy leading, motivating and managing national staff spread over large geographical areas and have a strong educational or behavioural change background with good analysis and data gathering skills. In addition, you should have experience in working independently for extended periods in ‘stand-alone’ environments with minimal supervision. We would be especially pleased to hear from you if you have this experience in a Humanitarian Mine Action context, although this is not essential for the role if you have the necessary transferable skills. Previous experience in Laos is also highly desirable.

Please note that as part of MAG’s commitment to safeguarding, this post is subject to background checks before an offer of employment is confirmed.
