GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The CFM Officer (Information Provision) is also referred to as the Information Provision Officer, or IPO for short. The IPO is covering Idleb and North Aleppo Accountability and Transparency activities. GOAL believes that all community members have a right to information about our activities, and GOAL takes extra efforts to share relevant information with as many community members as possible through as many information provision channels as possible. The IPO will be in charge of coordinating these information channels, including by collecting and summarizing information to be shared through these channels, developing audio and visual content for sharing this information, and by leading innovation efforts aimed at finding new ways of sharing information.

The IPO will report directly to Accountability Field Coordinator, will coordinate closely with program team colleagues, team leaders, verification manager, accountability manager, CFM manager and other departments, for timely and accurate coordination of transparency activities.

Duties, objectives and competencies

  • Coordinate with program and M&E teams to track the information needs of the community, and generate and maintain an information provision strategy to consistently fill these information needs.
  • Work closely with Outreach Teams to train and support them on more targeted information provision efforts, and to supply them with targeted messages about GOAL’s work.
  • Maintain and generate content for all GOAL information sharing channels such as GOAL’s Public Telegram Channel (https://t.me/goalsy), which is used to shared information about GOAL’s programs with over 17,000 community members.
  • Produce graphic designs for posters, flyers, or other efforts to share information about GOAL visually.
  • Produce audio and video messages about GOAL’s work to be shared through speakers or through social media channels.
  • Develop and maintain a messaging system for sending more targeted messages to community stakeholders, including Local Councils and Mukhtars.
  • Lead innovation and testing efforts around finding new and effective ways to share more targeted and effective information about GOAL with more people, such as but not limited to the better use of posters, the use of mobile or static speakers, better coordination with community stakeholders, the use of information provision volunteers, the use of PowerPoint slides in Outreach Activities, or any other innovations worth exploring.
  • Collaborate with colleagues on maintaining the information provision database for the accountability outreach team to fit the requirement recommended by the Accountability Field Coordinator.
  • Collaborate with colleagues on preparing the information provision technical tools (CommCare and excel sheets) for the accountability outreach team to properly carry out their outreach activities.
  • Ensure proper records, filling and reporting of the accountability data related to transparency activities, and report on relevant accountability indicators as requested by the management.
  • Keep an effective communication and information flow among between accountability departments (verification, CFM and outreach) and program departments.
  • Any additional related tasks assigned by the line manager.

Requirements (essential)

  • University experience in media, graphic design, information management, humanitarian topics, or related fields
  • Minimum of 3 years’ work experience in a role related to information provision or media and
  • At least 1 years’ work experience in NGO or humanitarian work field
  • Excellent Arabic language skills (spoken, written and reading)
  • Experience in administering social media platforms pages or channels and developing their content.
  • Work Experience using tools for graphic, audio, and video design.
  • Full professional competency in Microsoft office suite.
  • Excellent visual design sense regarding clear and accurate presentation of information.
  • Able to think critically about innovative methods for information provision and explore and test new ideas with minimal guidance.
  • Good interpersonal skills and ability to work as part of a team as well as independently.
  • Hard-working, proactive and able to prioritise to manage a demanding workload.
  • Ability to travel and work in Syria.

Requirements (desired)

  • Knowledge of GOAL’s target areas in Idleb and Northern Aleppo
  • Good English language skills (spoken, written and reading)
  • Prior experience in accountability or transparency work.
