Community Engagement and Accountability Thematic Manager

Background

In NORCAP, we have been providing CEA expertise to the humanitarian sector since 2015. Demands have since shifted from a focus on communication with communities, to a need for expertise to strategically embed participation and accountability within a response. We have responded to the changing needs and reviewed how to address main barriers to CEA in humanitarian response, which led us to include CEA as a strategic priority in NORCAP’s strategy for 2022-2025. We are committed to take a strategic role in strengthening CEA within the humanitarian sector and are now looking for an experienced and dedicated colleague to lead this exciting new area of work.

Role

As the Thematic Manager for CEA, you will be responsible to lead and develop CEA as a new strategic area of focus for NORCAP and delivering results in accordance with the overall strategy. This includes developing NORCAP’s CEA expertise to support the humanitarian sector to adopt a more systematic and coordinated approach to accountability, and to establish NORCAP as a relevant and leading actor within this area. Further to this, you will be responsible to ensuring CEA is mainstreamed across NORCAP’s thematic areas, teams, processes, and procedures.

You will work as part of a CEA team under the Humanitarian Response and Resilience section. The team has collective responsibilities for delivering on the project as defined in the team mandate, theory of change, work plan, and social contract, and for further developing the area strategically and defining ways forward.

Responsibilities

• Compliance with all NRC-and NORCAP’s policies, procedures, and branding.
• Proactively contribute to effective and well-functioning team(s) that delivers collectively and according to plans. Take on the role as Team Coordinator as agreed in the team structure.
• Accountable for delivering results within relevant thematic area and projects in accordance with relevant strategic plans, grant agreements, result frameworks and budgets
• Stay updated on thematic area to guide and develop NORCAP’s programme and advocacy efforts
• Responsible for developing and implementing strategic plan for the relevant thematic area.
• Represent the project in relevant fora and vis-à-vis international, regional and national donors, partners and stakeholders.
• Working with the project manager and fundraising team, lead fundraising initiatives to deliver on the thematic programme strategy including donor engagement and development of donor proposals.
• Responsible for thematic content to donor reports, in close collaboration with Project Manager.
• Provide inputs to the budgeting processes, as requested by the Project Manager
• Ensure synergies between own thematic area and other related thematic areas in NORCAP
• Facilitate and promote best practices and learning across the department
• Perform other duties in the department as appropriate

Qualifications and experience

• Minimum of 5 years of relevant experience within the humanitarian, development, or peacebuilding sectors
• Master’s degree or equivalent (including proven work experience and skills)
• Documented results within developing and leading programs in CEA within a humanitarian response organisation
• Experience from strategy work, fundraising, project management and advocacy.
• Demonstrated professional experience in maintaining and developing partner and donor relations
• Demonstrated professional knowledge of the humanitarian/development/peacebuilding sectors at both policy and operational level
• Demonstrated experience with initiating, planning, and executing projects in the relevant sector
• Experience with personnel administration, preferably from international work
• Good interpersonal and communication skills
• Documented results related to the position’s responsibilities.
• Fluency and proficient writing skills in English.
