JOB LOCATION: Surigao City with frequent travel to project locations.

JOB PURPOSE:

The Community Development Facilitator (CDF) will work under the overall direct supervision and guidance of the Project Coordinator. S/He supports to ensure the effective, efficient, quality implementation of the REBUILD into Resilient Coastal Communities Affected by Typhoon Odette in Surigao del Norte project**.**

REBUILD is a is 24-month project, generally, intends to revive economic and social wellbeing and improve resiliency of 1000 extreme poor households in 10 vulnerable coastal communities in the municipalities of San Francisco, Tagan-an, and Placer, Surigao del Norte affected by Typhoon Odette.

The Community Development Facilitator working closely with the Project Coordinator provides essential support to the team to achieve project success. She/He will also closely work with MEAL, Finance, Admin and Logistics, Human Resources, Advocacy and Communications teams about project management, planning, and implementation.

REPORTING TO: The position directly reports to the Project Coordinator.

Project Key Objectives:

Impact: Revived economic, social wellbeing and improve resiliency of 1000 extreme poor households in 10 vulnerable coastal communities in Surigao del Norte.

Outcome 1. Improved economic and financial security of 1,000 affected households.

Outcome 2. Established functional protection mechanisms to safeguard women and children and other vulnerable groups in 10 coastal communities

Outcome 3. Enhanced capacity of 10 Local Disaster Risk Reduction and Management Councils to manage disasters

Key Roles/Responsibilities of CDF:

The holder of this position will be a proactive individual, people-centered, and keen to support the development of selected communities. The CDF is expected to be flexible in the conduct of their work on the ground with the communities and project partners.

  1. The CDF will lead in the coordination to various stakeholders, leaders in the community, local government units, local civil society organizations, and other relevant individuals.
  2. Responsible in the technical implementation of the various components (Livelihood, Protection, Disaster Risk Reduction and Climate Change) in the community level.
  3. The CDF lead will lead the community mobilization and organizing of rightsholders in the selected communities.
  4. Lead in organizing and capacitating the Community Project Management Team (CPMT) as partners in the whole course of project cycle, from selection of rightsholder, implementation of livelihoods and other capacity building activities, monitoring and evaluation, and feedback and response mechanism.
  5. Assist in Monitoring, Evaluation, Accountability, Learning activities of the project.
  6. Ensures functional Community Feedback and Response Mechanisms in the community level.
  7. Ensures the project is compliant and adhere to development and humanitarian principles i.e., Do No Harm, Core Humanitarian Standard on Quality and Accountability (CHS), Minimum Economic Recovery Standards (MERS), etc.
  8. Ensures that safeguarding, protection, and inclusion principles are mainstreamed in all the project activities. And that, overall, the project is compliant with Islamic Relief’s safeguarding, protection, and inclusion policies.
  9. Ensures that donor reporting requirements and standards are met including writing and timely submission of project updates and quality reports.
  10. Ensures continuous improvement in reporting and analysis by using Islamic Relief project management standards.
  11. Ready to support any emergency-related actions.

Education

  • A Bachelor’s degree or its equivalent in development studies, social science, project/programme management, environment management, community development or any other related field.

Experience

  • Minimum of 2 years working experience in an I/NGO sector with at least 1 year in a similar position.
  • Technical knowledge and expertise in sustainable livelihoods, enterprise development, protection, disaster risk reduction and climate change adaptation, local governance, community development.
  • Theoretical and practical understanding of the development and humanitarian programming.
  • Experience in managing partnerships and proven experience of forming consortia/networks
  • Sound knowledge and experience of working with communities through participatory approaches.
  • Demonstrated experience in supporting a project team.

Skills

  • Excellent communications skills – able to communicate and report on technical points, both oral and in writing
  • Problem solving and self-management.
  • Ability to manage multiple priorities and work under pressure and meet deadlines.
  • Good financial management skills with knowledge of budgeting and cost estimation.
  • Good interpersonal skills and the ability to work sensitively with people from various cultural, faith, and social backgrounds.
  • Good IT skills with knowledge in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.)
  • Fluency in Filipino and English (written and spoken).
  • Knowledge of Tagalog and local dialects (Bisaya, Surigao-non) is an advantage.
