Duties and Responsibilities

 Overall supervision, management and conceptualization of projects and activities of outreach, community mobilization, communication with communities, and accountability portfolios.

 Develop participatory methodologies and approaches for the implementation of all activities under the portfolios of responsibility to ensure that the views, concerns, suggestions, and feedback from persons of concern underpin all projects and activities and persons of concern are included in the design, implementation, and monitoring of activities.

 Develop systems, mechanisms, and practices to record and document community feedback that allow for regular analytical outputs to be disseminated with relevant actors and decision-makers.

 Oversee and ensure the implementation of feedback and response systems for persons of concern to UNHCR, including child-friendly feedback mechanisms, mobile teams and help desks, in line with relevant SOPs including development of referral pathways, service mapping, confidentiality measures, and FAQs.

 Develop strategies and concepts for the implementation and expansion of community outreach volunteer programmes including creation of training materials and manuals for persons of concern and sound referral system mechanisms.

 Develop strategies and concepts for the implementation and expansion of community centers serving displaced and host communities, including coordination with local community spaces and capacity building of local actors to implement community activities.

 Support the identification of information needs, design of communication materials, including leaflets, posters, campaigns, online platforms, AV tools, and use of two-way communication channels that address the information needs raised by persons of concern and are accessible to persons with different age, gender, and diversity characteristics.

 Establish and maintain close coordination and positive relationships with UNHCR, formal and informal local authorities and actors, as well as refugee/IDP community focal points in each area of project implementation.

 Represent SWEDO at different meetings, including the Protection Working Group and Camp Coordination Meetings, and establish relationships and coordination mechanisms with service providers and local authorities for the purpose of advancing project activities.

 Provide guidance and strategic advice and support to the team leaders under his/her supervision.

 Develop capacity building plans and train staff on Accountability to Affected Populations and Community-Based Protection approaches, code of conduct and other relevant protection policies and approaches.

 Prepare strategies, proposals, and concepts for activities under the portfolios including project partnership agreements.

 Prepare analytical, statistical, and narrative reports on project activities, challenges, and operational and technical needs.

 Ensure that all performance targets under his/her portfolios are closely tracked and met; and brought it to the attention of SWEDO’s senior management as well as UNHCR’s focal point for necessary consultations in case adjustment in performance targets are in need.

 Identify and assist in developing plans for expanding the SWEDO presence and Outreach and Accountability Projects.

 Uphold SWEDO’s and UNHCR’s code of conduct and ensure that all persons of concern are treated with neutrality, dignity, and respect, in accordance with humanitarian principles and human rights standards.

 Actively participate in the Prevention of Sexual Exploitation and Abuse (PSEA) taskforce as SWEDO’s PSEA Focal Point and ensure the implementation of PSEA practices and mechanisms as well as adherence to UNHCR’s and SWEDO’s PSEA policies of all staff members through regular trainings, information dissemination, awareness raising and reporting and follow-up as required.

 Conduct other duties as assigned by supervisor.

Skills and Qualifications

 Bachelor Degree in Sociology, Community Development, Law, Human Rights, Humanitarian response

 Minimum eight years of experience in project management, implementation of community- based or accountability to affected populations projects.

 Minimum of 5 years of experience working directly with persons affected by conflict and/or displacement as part of projects focused on participation and inclusion, communication and transparency, feedback and response, organizational learning, and adaptation.

 Fluency in written and spoken English, Arabic and Kurdish.

 Significant experience in reporting to UN Agency partners and/or international donors.

 Strong interpersonal and communication skills, with an ability to work with both community members as well as local authorities in a sensitive and respectful manner and ensuring that all community members are represented.

 Significant experience in facilitating trainings and conducting capacity building activities for staff, persons of concern and/or local actors.

 Team-building skills, able to effectively mobilize, monitor and motivate both staff and volunteers.

 Results-orientated individual, with experience in meeting donor targets while adhering to a six-figure budget.

 Proven problem-solving skills required.

 Excellent time management skills.

 Must work well within ethnically or religiously diverse groups.

 Knowledge of community-based structures and systems in KRI is an advantage.

 Previous experience working in humanitarian emergency situations.

 Outgoing with effective communication skills.

 Positive, team-oriented attitude.
