Community and School Management Committee Mobilization Specialist

ROLE PURPOSE:

The Community and School Management Committee Mobilization Specialist will provide technical direction to the project USAID RELIT proposal, ensuring that project outcomes related to improved community participation in and support for education outcomes, in particular with respect to reading are achieved. S/he will be responsible for the overall technical quality of the program, ensure the use of best practices in community outreach and social mobilization, oversee field-based staff to ensure effective implementation, and lead and contribute to development of project work plans and performance reports.

KEY AREAS OF ACCOUNTABILITIES

  • Serve as the technical lead on all community outreach and mobilization activities.
  • Conduct social mobilization campaigns that will inform parents and communities on the importance and value of reading and household support for students reading.
  • Assist the project in all baseline studies of selected communities, and continue to monitor social change and new social information relevant to community empowerment;
  • Identify potential leaders and/or organizers;
  • Motivate and encourage potential leaders to talk to their fellow community members about contribution to promote reading and be self-reliant;
  • Initiate actions aimed at breaking down passivity, apathy and attitudes of letting others do things for them;
  • Engage disadvantaged populations, including out of school youth and children with disabilities, in reading practice outside of school.
  • Work with students, teachers, school administrators, and parents to improve school- and community-level policies and tools for preventing, addressing, and monitoring gender-based violence (GBV) and associated bullying.
  • Develop an advocacy network, community action plan, and pilot the Doorways manuals in Senegal
  • Lead the development of project work plans, ensuring that targets are met and project outcomes are achieved.
  • Collaborate with other ongoing projects in Senegal to ensure effective coordination of the project activities.
  • Raise awareness that community members themselves can move each community out of illiteracy, and to show them ways they can do this for themselves;
  • Assist community members to identify needs and to generate solutions, identifying priority issues and to analyze their problems;
  • Encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves;
  • Provide community leaders with management skills and knowledge in getting community members interested, organized and motivated;
  • Develop trust, tolerance and co-operation among community members;
  • Assist the community in obtaining available outside resources, being transparent in its utilization and warning of the negative effects of becoming too dependent upon outside resources;
  • Encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, marginalized and overlooked in community decision making;
  • To assist the community in obtaining information and knowledge that may be available through governmental and non-governmental agencies, through extension and outreach programs;
  • Assist the community members in developing their own capacity and strength to the point where they no longer need the services of you the mobilizer.

REQUIRED QUALIFICATIONS

  • Bachelor Degree in Sociology, Political science, social studies, or any relevant education background.
  • Minimum of 5+ years proven experience working on community education activities in Senegal;
  • USAID-funded program experience is preferred;
  • Prior experience working in a combination of the area(s) of special education, inclusive education, community mobilization, primary education or literacy programming;
  • Experience managing a diverse team with strong interpersonal skills is required;
  • Proven experience working collaboratively with partners and building capacity of government bodies and local NGOs; and
  • Fluent oral and strong analytical, written English communications skills is required.
