I. Organization

Founded in 2006, CartONG is a French “H2H” (Humanitarians to Humanitarians) non-governmental organization specialized in mapping and information management support for humanitarian and development organizations. Our core expertise is geographic information, but we have extended it other the years to other technologies (mobile data collection, information management, remote sensing, responsible data, participatory mapping, Open Data, etc.).

We support international aid organizations, NGOs and public authorities by providing tools, services & trainings that allow them to better plan, implement and evaluate their programs, therefore improving the impact of humanitarian aid in favor of the most vulnerable. We focus on training local staff and collaborating with local communities, in order to provide projects that are sustainable and tailored to the needs and priorities of the people we are seeking to support.

We work with local, national and international organizations, in particular NGOs specialized in emergency response and international development as well as UN agencies: MSF, UNHCR, AFD, Terre des Hommes, etc.: complete list here. CartONG is a fast growing and dynamic organization, gathering around 40 international staffs and 60 active volunteers.

Our headquarters are based in Chambéry – a short train ride away from Geneva and Lyon and their international airports. Chambéry is a vibrant student and family city with many great bars and restaurants, located in the heart of the French Alps and surrounded by the Bauges and Chartreuse mountain ranges.

II. Position

  • Type of contract: permanent contract (CDI)
  • Contract start date: from the beginning of January 2023 (ideally start date on 09/01/2023)
  • Location: Chambéry (France). CartONG has a teleworking policy that the employee will benefit from, a full-time teleworking situation is however not possible for this position
  • Salary: based on salary scale and experience (https://cartong.org/cartong-salary-policy), 39 hour/week contract (35 hrs + 4 hours paid overtime/week)
  • Other benefits: complementary health insurance (61% covered by CartONG) and public transport pass covered at 50% by the employer according to the legal provisions in force

The Communications & Outreach Project Manager is part of the CartONG support team, while working in close interaction with the association’s project teams.

This position oversees the association’s external communications activities, preparing and implementing CartONG’s overall communications strategy that supports the association’s multi-year strategy (a 2022-2024 strategy is being implemented, with 2023 being a pivotal year). He/she is also the project manager for CartONG’s communications and outreach projects, notably the GeOnG forum (which takes place every two years), and he/she acts as a referent on data protection issues in support of the Data Protection Officer (DPO) for communications aspects. Finally, this person also supports various CartONG’s projects that are directly linked to the organization’s role as Information Management expertise and resource center. Because of his/her position, it is understood that the Communications & Outreach Project Manager also supports the association’s networking and fundraising activities, by providing his/her expertise in communications to the people involved on such matters.

Upon his/her arrival at CartONG, his/her supervisor will be, on a transitional basis, an Information Management Project Manager, as it is currently the case. As the association is currently undertaking a thorough review of its governance system (led by the Board with the support of external consultants), the line management of the Communications & Outreach Project Manager will evolve during the year 2023. For project support activities, he/she will work in tandem with the relevant project managers, providing expertise and advice on communications, content production and learning.

The Communications & Outreach Project Manager supervises a Communications Officer working full time. Each year, he/she also supervises an intern for 4 to 6 months.

In this context, his/her tasks are the following:

I) Manage CartONG’s external communications

i) Define and oversee the overall communications strategy:

  • Definition and follow-up of the strategy and annual communications plans of CartONG
  • Development, reinforcement and/or selection of the necessary communications tools and work processes
  • Design and implementation of CartONG’s quarterly publication schedules, in collaboration with project managers and tech facilitators
  • Purchase requests for cross-cutting communication activities and support for the monitoring of the CartONG budget on the topic

ii) Oversee and implement content production:

  • Writing and/or creation of communications elements: articles, annual report, flyers, etc.
  • Coordination and solicitation of technical teams for content production
  • Updating the association’s website (bilingual) www.cartong.org: publication of projects/missions/events/partners, scheduling of publications, updating information on generic sections, etc.
  • Coordination of the publication of content and other resources on the IM Resource Portal www.im-portal.org and the Learning Corner www.im-portal.org/learning-corner which are managed by CartONG
  • Publication work on social media (Facebook, Twitter, LinkedIn and Youtube)

iii) Contribute to the visibility of the association (awareness raising, advocacy, knowledge development and networking):

  • Coordination of media contacts
  • Representation of the association at events, in networks (e.g. H2H Network Communications Working Group, etc.) or otherwise
  • Occasional support to volunteer projects, particularly in regards to communications aspects
  • Validation of CartONG’s external publications from a communications point of view
  • Support for communications actions in collaboration with CartONG’s partners and networks

II) Manage the association’s communications, outreach and advocacy projects

The person will act as Project Manager for the GeOnG forum, and for other potential communications projects as appropriate:

  • Lead the search for funding (response to calls for proposals, search for sponsors, etc.)
  • Define the project strategy in coordination with the management team
  • Prepare, prioritize and monitor project activities
  • Supervise the teams involved in the project and ensure the general coordination of the project (meetings, internal communications to the teams and the various committees, etc.)
  • Review monthly team activities, track and validate purchases, and other required administrative tasks
  • Ensure the relationship with partners (donors, sponsors, etc.)
  • Supervise and participate in the narrative and financial reporting of the project

III) Support the production and dissemination of content in support of technical projects

i) Support project implementation:

  • Production of visual/multimedia content (infographics, videos, etc.) for CartONG projects and partners
  • Research work for the production of resources
  • (Pre-)drafting of documentation (narrative reports, project presentation materials for NGOs/the sector, training materials/tutorials for dissemination, etc.) depending on the availability and interests of the person
  • Other types of ad-hoc support according to needs, availability and skills (translation, etc.)

ii) Support the dissemination of project deliverables:

  • Production of visual / multimedia content (infographics, videos, etc.) for external dissemination
  • Development, support and/or coordination of project resource dissemination plans in conjunction with and in support of project managers

IV) Implement responsible data management practices in regards to communications activities

  • Within its technical perimeter and in coordination with the Data Protection Officer (DPO), implement data protection policies and good practices on communications aspects, in particular in regards to tools (website, newsletter, event management tool, etc.) and in regards to the general public (information message, responses to users, etc.).
  • Act as a relay for the DPO internally (internal awareness raising, reporting any problems identified, etc.).

V) Support other CartONG’s activities (ad hoc)

  • Participate in activities that support CartONG’s associative mission when possible and relevant, and interact with the association’s Board and other members (including by participating to events such as the associative weekends called “get-togethers”, the team green days, internal training sessions, etc.)
  • Support volunteers’ projects and projects implemented in support of the whole organization
  • Support structuring endeavors when possible and relevant (notably by participating in one or more working groups)

The position is mainly based at CartONG’s headquarters, with very occasional travels possible to partners’ offices in Europe or to conferences / events. The position requires availability and flexibility, with very occasional evening and weekend work.

III. Profile

Education: Master’s Degree in communications/event planning/marketing or social science/political science

Previous experience: 6 to 7 years of professional experience are required, including at least 4 years of experience in communications and event planning (internships, fixed-term and permanent contracts, international volunteer work included); previous experience in the aid sector or in an associative environment is a strong asset

Language skills: Bilingual position, French and English. A very good level in both languages is mandatory (mother tongue for one of the two languages, C1 minimum for the other one)

1/ Professional/Technical skills

Mandatory

  • Knowledge in community management (LinkedIn, Twitter, Facebook & Youtube)
  • Previous experience in event management required (one with a minimum budget of 75,000 €)
  • A first experience as a team manager is required
  • Experience in writing content (articles, blog posts, annual reports, etc.) in French and English and, if possible, in developing training or learning content
  • A demonstrated ability to work with different groups of people and profiles (Board of Directors, senior managers, junior and/or technical teams, volunteers, etc.)
  • Very good command of the Office Pack (Word, PowerPoint & Publisher in particular, Excel an asset) & of the Google Suite (Google docs, slides & sheets)
  • Comfortable with web content editing

A real asset

  • Strong command of DTP and mailing tools desired (Illustrator, InDesign, Canva, MailChimp, etc.)
  • Experience in project management desired (budget tracking, tracking of indicators, creation of action plans, use of project management tools, etc.)
  • Video editing skills would be a strong plus (Premiere Pro, Camtasia, etc.)
  • Previous experience working with service providers (especially in web development/design) a definite asset
  • Previous experience or a strong interest in public relations, networking and/or fundraising would be an asset to this position as it interfaces with these functions internally
  • Previous experience or a strong demonstrated interest in the production and dissemination of thematic resources and other training materials would be an asset to this position due to its interface with projects and CartONG’s role as an expertise and resource center in program data management
