We use these data sets to create evidence-based understanding of the community and implement programs resulting in measurable and sustainable outcomes. IMPL. PROJECT has worked in countries in Africa, Asia, Europe, and Eurasia.

IMPL. PROJECT has operated in the Philippines for more than seven years. Our data driven programming efforts have included projects that counter violent extremism, support livelihoods, establish community cooperatives, and protect natural resources and the environment. Our programs have been funded by domestic and foreign governments, international foundations, private sector clients, and private donors.

IMPL. PROJECT’s current program portfolio includes multiple grants supporting livelihoods of fisherfolk in coastal communities and at-risk communities in and around Marawi City. IMPL. PROJECT is also implementing a multimedia program designed to raise awareness on challenges and opportunities for fishing communities operating in the South China Sea. Finally, IMPL. PROJECT regularly collects data on community perceptions and needs throughout key communities in the Philippines.

Position Summary

This position is intended to support an anticipated award with the Gerry Roxas Foundation’s (GRF) West Philippine Seascape (WPSeascape) Program funded by the United States Agency for International Development (USAID). The purpose of the Communications Officer role will be to contribute to the planning, design, implementation, and execution of IMPL. PROJECT’s efforts to establish a program for inclusive resource governance, security, resilience and sustainability within the West Philippine Seascape. The Communications Officer will work closely with IMPL. PROJECT leadership to effectively support and manage ongoing and new programs.

The Communications Officer will report directly to the IMPL. PROJECT Philippines Executive Director. The position will be based in IMPL. PROJECT’s office in Quezon City, with regular travel required to field offices and programming locations, throughout the WPS region, to complete position responsibilities. Candidates not based in Quezon City will be considered on a case-by-case basis.

Responsibilities:

  • Support in the development of external and internal materials on methods related to the activity and edit communication materials, memos, and other analytical documents;
  • Assist in communications plans for a variety of stakeholder groups, create relevant messaging and materials, and implement communications strategies in line with the the Gerry Roxas Foundation, USAID and IMPL. PROJECT branding guidelines;
  • Support in developing and maintaining project social media platforms, if applicable, to promote internet-based knowledge sharing for the project;
  • Develop and deliver appropriate training programs, workshops, forums, and other public outreach campaigns to raise awareness of project interventions;
  • Coordinate marketing and promotion of the project activity;
  • Manage relationships with technical outreach partners including local and international firms;
  • Develop specific targeted communication objectives and communication plans;
  • Compose, edit, design, record, produce publications such as newsletters, leaflets, and brochures;
  • Other duties, as assigned.

Qualifications:

  • B.A. in communications, journalism, international relations or related field, or an equivalent combination of relevant experience or training;
  • Develop infographics and other educational tools to compliment technical activities and communicate key program messages;
  • Responsible for the project’s digital archive of photo, relevant videos and appearances in the media;
  • Responsible for training all staff members, partners, grantees, collaborators and subcontractors in the appropriate use of the branding and marking requirements authorized by the client;
  • Responsible for organization and implementation of live and virtual events;
  • Supervise the work with technical advisors and short-term experts to ensure that program communication strategy is effectively implemented;
  • Serve as a liaison with press, media, communications and public relations staff members;
  • Contribute to timely report writing and editing;
  • A minimum of 3-5 years of relevant experience. Bachelor’s degree required; Master’s degree highly desirable.
  • Experience in public diplomacy and communication strategies, digital media, event management, brand development, as well as experience providing support to US government funded projects;
  • High-level interpersonal and communication skills, as well as stakeholder management skills;
  • Experience using online communication platforms and tools (Zoom, Google Meets, etc.) to manage virtual events, workshops, etc.;
  • Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status;
  • Philippines nationality and verbal and written fluency in English and Tagalog required.
  • Proficiency in Microsoft Office, especially Word and Excel. Proficiency in Google Suite tools preferred.
  • Ability to travel throughout the Philippines.

Desired Qualifications:

  • Knowledge and working experience with relevant technical fields such as: perception surveying, community cooperatives, natural resource management, and/or democracy and governance.
  • Experience working in the remote and/or coastal communities within the Philippines.
  • Experience working with US government donors such as the US Department of State and the US Agency for International Development (USAID).
