POSITION REPORTS TO: Chief of Party

Position is open to Liberian nationals only!

The USAID Good Governance Activity (GGA) will support the Government of Liberia (GOL) in building a well-functioning governance system with effective DRM and fiscal decentralization, budget transparency, and local governance frameworks. An Integrated Governance Systems Approach will serve to facilitate synergies across the Activity’s three objectives:

  1. Domestic Resource Mobilization improved; the Activity will prepare the GOL to analyze potential tax policy reports, implement the transition from GST to VAT and other tax administration improvement and enable greater fiscal decentralization
  2. Budget Transparency Improved; the Activity will increase the GOL’s systems for budget and financial reporting and sharing to work towards greater measures for fiscal transparency
  3. Local Development and Service Delivery Improved; the Activity will help the GOL continue building local systems and local governments’ core competencies to improve the functionality of Country Service Centers and the counties as a whole.
  4. Objectives of the assignment

The Communications Manager will work with the MEL team in managing aspects of Communication, Learning, and Adaptation, and will lead in the development and dissemination of Liberia GGA communication products. S/he will engage activity stakeholders in collecting and analyzing results and lessons emerging from activity implementation and use this knowledge to help develop a comprehensive learning agenda, to inform adaptation, and to develop Liberia GGA learning notes, success stories, and project outreach materials. S/he will manage all internal and external communications promoting collaboration and effective knowledge exchange among activity implementing partners and external stakeholders, including conducting an annual pause-and-reflect workshop.

2. Tasks & Responsibilities

The Communications Manager will work collaboratively with other members of the Liberia GGA team to help communicate progress against project objectives and expected results.

The Specific responsibilities include:

  • Oversee the maintenance, updating, and project use of the Branding and Marking Plan
  • Develop and implement a Communications and Outreach Strategy to ensure GGA’s ability to reach target audiences with the appropriate messages and media.
  • Comply with USAID requirements for Branding, Marking and Communications, obtaining all appropriate approvals and using required formats
  • In collaboration with GGA team, develop success stories for inclusion in Monthly Reports and manage the editing process of delivering reports.
  • With MEL Manager, develop Learning Agenda and track progress against learning questions including in Pause-and-Reflect sessions
  • Compile and document lessons-learned and technical materials of benefit to project stakeholders and USAID
  • Responsible for all internal and external communication, including response to ad hoc requests from USAID and development and production of project reports
  • Support capacity building in learning and communications practices for activity beneficiaries and partners.
  • When applicable assist grantees with their communication strategies, outputs and outreach. Announce notable activities facilitated by Mobilizing Investment, share lessons and testimonials from grantees, private sector actors and investors involved in various grants. Maintain and track grantee events through project calendars and reports.
  • Serve as the chief editor ensuring all communication materials are pristine and manage the editing process within the team.

3. Qualifications

  • Bachelor’s degree required, advanced degree in a communication related field preferred.
  • At least 9 years of experience in a combination of CLA, MEL, and communication roles
  • Familiarity with governance or public financial management programming a plus
  • Familiarity with USAID programming a plus
  • Proficiency with desktop publishing and graphics
  • Strong presentation skills
  • Excellent verbal and written English
