About the Asian Disaster Preparedness Center:

The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC has six strategic themes supported by seven departments, namely the ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, and Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Department Introduction:

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Purpose and Objectives:

ADPC has been implementing the Asian Preparedness Partnership (APP) since 2017. The APP is a multi-stakeholder regional partnership comprised of national and sub-national governments, local NGOs, civil society organizations, media, the academia, and the private sector in Cambodia, Myanmar, Nepal, Pakistan, Philippines, and Sri Lanka, with support from the Bill & Melinda Gates Foundation. The APP promotes and supports locally-led actions to prepare for, respond to, and recover from disasters, commonly referred to as “localization.” The APP Phase 3 will focus on consolidating and sustaining a multi-sectoral partnership model at regional, national, and sub-national levels to prepare for, respond to, and recover from disasters.

The Communications Coordinator- Consultant for APP Phase 3 will be responsible for communications, knowledge management, and coordination for communications for APP. The consultant will focus on continuous updating and development of the APP website and online and offline communication channels; and developing documents that reinforce the contribution of the APP and PRR programs. The consultant will engage in promoting south-south learning, and knowledge exchange among and between the APP and other PRR program countries in Asia-Pacific.

The consultant will be based at ADPC’s head office in Bangkok**.**

Expected Outputs:

  • Continuous updating and managing the APP website and social media channels;
  • Published bi-monthly/ quarterly electronic newsletters;
  • Developed communication and outreach materials, infographics, process documents, stories, and case studies for APP and PRR programs;
  • Documented program activities through activity photographs, videos, and testimonies.
  • Developed multimedia products (audio and video), as required;
  • Facilitated south-south learning and knowledge exchange between the APP countries and beyond.

D. Duties and Responsibilities:

Communications and Knowledge Management

  • Develop content, update, and manage the APP web portal and social media channels;
  • Prepare and publish content for bimonthly/ quarterly electronic newsletters, including carefully curated articles and briefing materials on APP and PRR programs as needed/requested;
  • Work with the program lead to prepare communication and outreach materials such as presentations, posters, brochures, factsheets, infographics, etc.;
  • Develop evidence-based case studies to promote good practice across and beyond the region;
  • Document program activities through activity photographs, videos, and testimonies.
  • Design and develop multimedia products (audio and video) for program activities;
  • Assist in the development of a KM strategy for APP and PRR;
  • Coordinate, facilitate, and promote south-south learning and knowledge exchange between the APP countries and beyond;
  • Coordinate with the ADPC communication team, M&E team, and other thematic program teams for communications and outreach, as required;
  • Maintain continuous communication and coordination with stakeholders for program activities.

Working Principles:

The Communications Coordinator will work closely with and report to the Program Lead in Bangkok, Thailand, under the overall guidance of the Director, Preparedness for Response and Recovery.

F. Qualifications:

Education:

  • Master’s degree in Mass Communications, or related disciplines is essential.

Work Experience:

  • Overall professional experience of 5 yearsout of whichat least 3 years in research, knowledge production and management, communication, and outreach in Disaster Management or a related field;
  • Excellent English language skills, both oral and written;
  • Developing content for websites and social media, website management including an understanding of web-based content management systems;
  • Analytical capacity and demonstrated ability to process, analyze, and synthesize complex, technical information into user-friendly formats and products;
  • Proven ability to support the development of high-quality knowledge products including multimedia; content for online and social media outreach, and case studies;
  • Proven competence in effective written communication to a varied audience simply and concisely;
  • Previous experience in working with international organizations; and NGOs; and
  • Knowledge of working ethics of national government agencies, NGOs, private organizations, and international organizations in the Asianregion.

Personal Qualities:

  • Self-motivated, pro-active, and takes initiative;
  • Demonstrated ability to plan, and organize work & time independently;
  • Excellent interpersonal and communication skills, team-oriented work style, and experience in working in a multi-cultural environment;
  • Strong networking capacity and understanding of humanitarian and development nexus at local and regional levels;
  • Strong desire to learn, undertake new challenges, must be a creative problem-solver, and must have self-confidence;
  • Willingness to work hard, good sense of humor but with seriousness about the quality and excellence of work.

Languages

  • English is the working language of ADPC. For the post advertised, fluency in English is required. Knowledge of another national or regional language is an advantage.

General Requirements:

  • Operate within all ADPC Guidelines and procedures/ Policies.
  • Operate within specific program needs.

Duty Station: Bangkok, Thailand

Duration: One (1) year with the possibility of extension subject to performance.

Itinerary: During official missions outside the duty station, the Consultant will be entitled to local/international travel, daily subsistence allowance, accommodation, Visa, communications, and other related travel costs as per ADPC financial policy.
