Asian Disaster Preparedness Center

Purpose and Objectives:

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization that works to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific. Established in 1986, it provides comprehensive technical services to countries in the region across social and physical sciences to support sustainable solutions for risk reduction and climate resilience. ADPC supports countries and communities in Asia and the Pacific in building their DRR systems, institutional mechanisms and capacities to become resilient to numerous hazards, such as floods, landslides, earthquake, cyclones, droughts, etc.

SERVIR-Mekong was one of the five hubs under SERVIR—a joint development initiative of the United States Agency for International Development (USAID) and National Aeronautics and Space Administration (NASA), implemented by ADPC until September 29, 2022.

ADPC is organizing an event to formally launch SERVIR-Mekong Phase II (subject to successful award and funding availability) and showcase the achievements of SERVIR- Mekong Phase I tentatively between January 23, 2023 – January 31, 2023 (date to be finalized). ADPC will also participate in the Prince Mahidol Award Conference side event January 25, 2023 to promote SERVIR-Mekong Phase II.

This request for proposal is in anticipation of ADPC being awarded the grant for the next phase of SERVIR-Mekong. The final decision for this consultancy will be contingent on project award and funding availability.

Expected Outputs:

The consultant will help showcase the achievements of SERVIR- Mekong Phase I and highlight future opportunities for collaboration with key stakeholders using videos, infographics, social media, and web stories.

Responsibilities and Tasks:

Video

• Develop an engaging script for video

• Video Interview up to 3 key beneficiaries of the project

• Review existing video footage from previous products and propose complementing with stock photos and videos

• Develop one 5-minute video product with subtitles and voiceover Infographics

• Develop 5 compelling infographics to 1) showcase achievements of SERVIR- Mekong Phase I 2) highlight key priorities of Phase II 3) promote the Launch event to be broadcast live on social media

Social Media

• Develop 15 social media posts (Facebook, LinkedIn and Twitter) to

1) showcase achievements of SERVIR-Mekong Phase I

2) highlight key priorities of Phase II

3) promote the Launch event to be broadcast live on social media to be posted before, during and after the launch event

Web stories

• Write 2 web stories ~600 words each summarizing the 1) SERVIR-Mekong Phase II launch event and 2) ADPC’s participation at the Prince Mahidol Award Conference side event

Working Principles:

The consultant will report to the ADPC Communications focal point for SERVIR. The contract will be managed by the Geospatial Information Department of ADPC.

Qualifications:

• Minimum five years’ work experience in designing and developing similar products is required. Submit at least three (3) similar completed creative projects

• Proven experience in copyediting, photo editing, video production, infographics, Social media and visual communication

• Proven working experience of Adobe Illustrator, InDesign, Photoshop, Lightroom and Premiere Pro

• Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism

• Proven experience of working in a diverse and multicultural environment

• Proven ability to work with tight deadlines and flexibility

• Science writing experience is desirable
