Job Purpose And Organizational Context

For the past 8 years, the EU-funded UNDP Public Finance Management (PFM) Pro PALOP-TL SAI programmes (2013-2017 and 2018-2022) successfully fostered and consolidated innovative tools and a solid Community of Practices (CoP) gathering more than 20 core economic governance state institutions and a similar number of CSO platforms in the 6 PALOP-TL countries (Angola, Cabo Verde, Guinea Bissau, Mozambique, São Tomé e Príncipe, and Timor-Leste) to promote transparent and efficient PFM, budget oversight and economic governance. These programmes have been brokering CoPs that use south-south/triangular cooperation and peer-to-peer association between similar state and non-state institutions that have spurred a degree of coordinated policymaking on PFM transparency and accountability matters unmatched in most countries in the region. They have increased the quality and efficiency of policy dialogue, notably in countries with EU Budget Support operations, by providing critical, timely insider information, networks, and connection to oversight institutions.

The 3 rd PFM Pro PALOP-TL SAI programme, the PALOP-TL Regional Economic Governance Programme – Boosting Public Finance Management Systems (PFMS) and Budget Oversight (Pro PALOP-TL – Phase III), aims to consolidate and scale up the gains and actions referred above to continue promoting transparent, accountable, gender responsive and open budgetary cycles, as well as to further strengthen parliament, the court of auditors, the executive institutions and citizens’ capacities to monitor how governments execute state budgets. Hence, the focus is now on promoting change and transformation in fiscal/tax transparency and domestic resource mobilisation, gender equal economies (EQUANOMICS), open and accountable PFMS, notably using digital technologies and promoting environmental sensitive initiatives. The programme will promote alignment with UNDP 2022-25 Strategic Plan directions of change, signature solutions and enablers, as well as with the EU Global Gateway axes on green (accelerating green transition for biodiversity) and digital transitions through its crosscutting issues.

  • Scope of Work (5 to 7 items only)

The Following Documents Agreed Between The EU And The UN Remain The Prevailing Framework To Be Followed By Communications And Visibility Officer In Carrying Out The Pro PALOP-TL SAI (Phase III) Communications And Visibility Activities

  • Financial Administrative Framework Agreement between EU-UN (FAFA, article 11);
  • General Conditions (Annex 2 to the EU-UNDP Contribution Agreement);
  • Joint Visibility Guidelines for EC-UN Actions in the Field[1] .

Thus, the communications and visibility activities of the project will also be carried out in line with UNDP Brand Manual (UNDP internal document). The implementation of the Pro PALOP-TL SAI (Phase III) communications and visibility activities shall be the responsibility of UNDP and shall be funded from the amounts allocated to this item in the programme’s budget. All necessary measures will be taken to publicize the fact that the project has received funding from the EU in line with the applicable contractual framework.

The main objective of the C&V activities is the communication of the “positive results of the partnership” throughout visibility activities focusing on outputs and the impact of results. It will evolve throughout the project’s implementation and could include, among others, joint press releases, TV spots, joint presentations, photo opportunities and policy type publication in specialist press.

In addition to action-based communication activities, whenever possible and practical, communication and visibility should be strategic, and build on broader sets of activities or programmes, focusing on activities which better lend themselves to attract the target audiences. This type of visibility should seek to promote the PALOP and Timor-Leste and EU-UN partnership.

The approach for communication and visibility of the programme initiatives is funded in the successful implementation of the communications & visibility actions in the previous Pro PALOP-TL SAI phases (2020-22).

To this end, UNDP is recruiting a Communications and Visibility Officer to work under the direct supervision of the head of the Management Unit of the Pro PALOP-TL SAI (Phase III). The Communications & Visibility Officer’s prime responsibility will be to ensure the effective implementation of the project’s communications and visibility plan. To this end, the Communications & Visibility Officer will ensure coherence, alignment and impact of the project’s communications and visibility activities promoting the necessary measures and actions to publicize the fact that the action has received funding from the EU in line with the applicable contractual framework.

Duties And Responsibilities

The Communications and Visibility Officer will also be responsible for providing inputs and contributing to any revisions of the Communication and visibility Plan, as well as to elaborate/conceive specific activities aiming to foster communication among all project stakeholders and targeted audiences, in line with the referred plan.

More specifically, the Communications and Visibility Officer is expected to provide the following key outputs:

  • Provide inputs for the update/revision of the project’s communications and visibility plan, in line with EU external actions visibility requirements and EU-UNDP best practices and guidelines for visibility.
  • Produce high quality communication products (Newsletters, Briefs, Fast-Facts sheets, Press Releases, Videos, Interviews, Reportages, Reports, among others) for UNDP, EU delegation, media actors and other relevant project’s stakeholders in the PALOP and in Timor-Leste, as well as in UNDP and EU HQ.
  • Setup a communication strategy and work plan covering all project´s actions and targeting all project beneficiaries and stakeholders.
  • Prepare a work plan to enhance the visibility of the project’s activities, in line with the project visibility plan and UNDP corporate / EU external actions visibility requirements.
  • Produce a Communications & Visibility Annual Interim Report for the scope of implementation of the Pro PALOP-TL SAI (Phase III) and a Final Communications and Visibility Report capturing all deliverables and achievements of the assignment. These reports will be annexes to the narrative and financial interim and fnal reports.

In addition, the Communications and Visibility National Officer is expected to:

  • Become familiar with relevant Pro PALOP-TL SAI documentation;
  • Produce and edit main external information and communication from the project in digital support.
  • Produce a digital file with all project translated and customized items (Training Modules, Conferences, Publications and Bibliography, Project Documentation, and others).
  • Support in proofreading of all translated items – Portuguese Language.
  • Create a communication and visibility database with all communications and visibility products, translated and edited documents, relevant publications, training modules, and others.
  • Ensure adequate public communication of the project’s products, deliverables, objectives and results to its key stakeholders and beneficiaries.
  • Develop, review and/or upgrade the project social networks, among others, Website, Facebook, Twitter, YouTube, Podcast, among others.
  • Updated information on project activities, best practices, translated documents, training activities and Conferences, case studies, among others, in the project’s social networks and communications tools.
  • Entertain contacts and provide relevant information to media in all the PALOP and Timor-Leste on the project’s activities.
  • Communicate with project stakeholders in a regular basis providing regularly updated information on the implementation and relevant documentation of the project in all beneficiary countries.
  • Setup a communications and external relations plan with beneficiaries and stakeholders.
  • Setup follow-up activities on the implementation and mainstreaming of the project’s communications and visibility plan in all documents and countries’ activities.
  • Draft and/or edit and support the dissemination of press releases, press/media kits and stories to inform media, key partners and the general public of the project’s initiatives, results and successes, and other achievements.

Under the direct supervision of the Pro PALOPTL SAI (Phase III) Project Manager and PFM Advisor, the Communications and Visibility Specialist ensures the delivery of the project’s communications and visibility plan with high quality, accuracy and consistency of work. He/she promotes a client-oriented approach consistent with UNDP rules and regulations.

Required Skills And Experience

Min. Academic Education Advanced university degree (Master’s degree or equivalent) ) in Communication, Media, Marketing, Publicity or related field is required. or

A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Min. years of relevant Work experience  A minimum five (5) years (with Masters’ degree), or a minimum of seven (7) years (with Bachelors’ degree) of relevant experience working with communications, multimedia, and visibility with public and private institutions.

 3 years of relevant experience developing institutional brands and designing/implementing marketing and advocacy campaigns and communications/visibility of events (seminars, conferences, summits, etc).

Required skills and competencies

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.). Desired additional skills and competencies
  • Experience working with communications and visibility initiatives involving state and non-state actors in the field of economic governance and public finances in the PALOP and Timor-Leste.
  • Media Planning, copywriting, and Negotiation.
  • Strategic planning in corporate communication and political communication’s experience.
  • Experience working on communications and visibility in UNDP development projects with EU funding, is an asset.

Required Language(s) (at Working Level)

  • Fluency in the national language of the duty station is required for local personnel (Portuguese).
  • Professional proficiency in English is required.
