Coalitions for Change (CfC) is a partnership program of Australia’s Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation in the Philippines. CfC supports the formulation and implementation of key policies consistent with the government’s agenda on economic growth, improved governance, and social development. The program creates spaces for collaboration, strengthening coalitions and networks, civil society, the private sector, the government, academia, and others to bring about transformative change. Working with these motivated groups and individuals, and underpinned with technical and political analysis, CfC successfully delivers reforms that lead to sustainable and inclusive development, improving the lives of Filipinos.

Background of the Assignment The Asia Foundation’s work in the disability sector focused on enabling persons with disability (PWDs) to exercise their right to vote. Through Fully Abled Nation, TAF supported various initiatives during the recent local and national elections including making polling places accessible, capacity building, voter registration and election monitoring. As a result, more PWDs were able to vote. After the work on inclusive elections, TAF, through CfC, focused its attention on the remaining issues and barriers faced by PWDs particularly on education and employment. On the inclusive education policy, there are initiatives to put in place relevant mechanisms to ensure the holistic participation of children with disabilities in schools. In the executive branch, the Department of Education (DepEd) is set to release its inclusive education framework after validating it within the agency. However, there are still existing barriers, specifically physical accessibility of the schools that hinders the children with disabilities to actively participate in school. CfC is seeking to hire the following consultancy position:

  1. One (1) Communications and Advocacy Consultant

Duties and Responsibilities:

  1. Develop and strengthen advocacy for disability inclusion through social media.
  2. Network and collaborate with government agencies and civil society organizations, coalitions, advocacy groups, and other stakeholders in developing content messages and the delivery of advocacy plans.
  3. Assistance in technical work on the creation of policy papers (such as but not limited to local ordinances and other policy documents), briefers, presentations, and other reference materials to be presented to multiple stakeholders.
  4. Maintain collaborative relationships with the CfC Social Development team, its network, and partners.

Qualifications:

  1. Bachelor’s degree in a relevant discipline (e.g. Communications, Marketing, Fine Arts)
  2. Effective written and verbal communication skills in both English and Filipino.
  3. Preferably with experience in leading advocacy campaigns.
  4. Demonstrated experience working in adaptive programs and development entrepreneurship an advantage.
  5. Certification in Filipino Sign Language is an advantage.
