About Program

Palladium is the Managing Contractor for the Vanuatu Australia Policing and Justice Program (VAPJP). VAPJP is an integral part of Australia’s aid investments in Vanuatu, delivering policing and justice sector support. VAPJP has a joint management approach between Palladium, as the Managing Contractor for the Department of Foreign Affairs and Trade (DFAT), and the Australian Federal Police (AFP).

The progra m implements a ‘two-track’ strategy, positioning resources to support the Government of Vanuatu (GoV) to respond to challenges in the maintenance of security and the rule of law, as well as building longer-term capacity for the justice and policing services needed by communities. The program includes technical assistance, operational support and funding, training and professional development, community grants, infrastructure, and project delivery.

VAPJP entered its second 4-year phase (2021-2024) in January 2021.

Role

The Communications Adviser is a short-term advisory role with up to 180 day’s input for 12 months from June 2023 (with the possibility of extension). The role involves providing Communications support to the team and will report directly to the VAPJP Senior Manager.

Location

The Communications Adviser can be based in Vanuatu, or at a home-base with travel to Port Vila (and surrounding islands), when required.

Primary Duties and Responsibilities

Provide direct assistance in building up Communications materials for the VAPJP program, e.g. informative news stories, social media posts, videos, articles for industry newsletters, Conference submissions for speaking, and impact stories for reporting of activities and for use internally;
Provide capacity building and mentoring to build the skills of the current in-country Communications Officer and Monitoring & Evaluation Coordinator, as well as broader team members and partners for more effective design and delivery of community engagement and outreach activities;
Assist with the VAPJP MEL team to identify, collate and provide clear data visualisation assistance to improve reporting;
Provide input to the VAPJP Communications Strategy review and assist to implement the activities outlined, using a range of communications tools and mediums to reach target stakeholders;
Engage with DFAT’s Public Diplomacy Team to develop social media and communications products as required by the Australian High Commission in Vanuatu; and
Provide English editing and formatting assistance, engaging a Graphic Designer when required, to polish VAPJP reports and publications/presentations.

Required Qualifications and Key Competencies

Advanced or Bachelor’s degree (with comparable years of experience) in communications, journalism, international development, social sciences or another relevant discipline;
Demonstrated high level skills in organisational communications, public relations and media management in a complex and dynamic operating environment (experience in justice/rule of law sector or protection programming preferred);
Demonstrated creative skills in developing impact-focused and engaging communications products for a variety of audiences across a range of platforms;
Demonstrated ability to work in a multi-disciplinary, cross-cultural team;
A sound (or the capacity to quickly acquire) understanding of Vanuatu or Pacific development context;
A commitment to skills transfer and effective capacity development;
A self-motivated person who acts with Integrity and transparency.
Graphic design, image and video editing skills using Adobe Suite or similar (including Canva, InDesign) are an advantage; and
High level interpersonal skills, excellent presentation, writing and editing skills in English, with French and Bislama an advantage.
