The Communication Officer is mainly responsible for the Operational Communication (OpCom) and Environment Scanning (ES) files of the delegation, in close coordination with the Communication manager. S/he contributes to building the necessary understanding and acceptance of and support of ICRC among key stakeholders, through strategic OpCom approaches. S/he leads initiatives to better understand the information environment and perception issues about the Red Cross, and crafts messages and materials needed to improve or reinforce acceptance of the Red Cross’ mandate, mission, and activities.

MAIN RESPONSIBILITIES
• Leads the creation of a responsive strategy and plan of action for OpCom programmes in the delegation
• Develops and implements internal and external OpCom trainings
• Devises or supports colleagues in producing OpCom materials and messaging
• Regularly monitors traditional media and social media on issues relevant to ICRC’s work or Red Cross visibility and provides analysis
• Advises colleagues on approaches to OpCom/ES challenges and coaches them on OpCom/ ES activities

REQUIRED PROFILE
• 6 years of professional experience in a field relevant to communication and/or prevention
• University degree or equivalent in communications, political science, international relations or journalism
• Experience in the Red Cross Movement is a strong advantage
• Able to work well autonomously and in a diverse, multicultural team
• Works well under pressure and during crisis
• Fluent communication skills in English and Filipino
• Computer proficiency in MS Office and familiarity with digital communication tools.
