I. BACKGROUND

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. As an independent development and humanitarian organisation, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. For over 80 years we have been building powerful partnerships for children, and we are active in over 75 countries.

In acknowledging the role girls and young women have in shaping society, Plan International Asia-Pacific Regional Hub (Plan APAC) has invested in research on girls’ civic engagement and activism to promote girls’ leadership in Asia-Pacific region and plans to launch the 2022 Asia-Pacific Girls Report including the Asia Girls’ Leadership Index, Pacific Girls’ Leadership Index, and Asia-Pacific Girls’ Activism and Leadership for Climate Justice in November 2022, coinciding with the UN Climate Change Conference 2022 (COP27). The 2022 Asia-Pacific Girls Report documents girls and young women’s activism in demanding climate justice in the Asia-Pacific region and assesses the opportunities of adolescent girls and young women in the Asia-Pacific region to develop and demonstrate leadership capabilities.

As a next step, the organization would like to utilize these findings to influence and inform actions of government, civil society as well as inform strategic direction of Plan International to support and catalyse girl and youth-led movements. As such, it requires support from a consultant or consulting firm with experience aligning the 2 components including the Girls Leadership Index and Asia-Pacific Girls’ Activism and Leadership for Climate Justice research into Asia-Pacific Girls report 2022 based on the narrative provided by Plan International APAC Regional Hub, producing layout design of the 2022 Asia-Pacific Girls Report and developing a promotion campaign to communicate the key research findings and success stories to governments, intergovernmental organisations, academia, civil societies, media and general public.

II. OBJECTIVES

This assignment’s main objectives include:

  • Support Plan International APAC to combine and align the Girls Leadership Index 2022 and Girl’s Activism on Climate Justice based on the narrative provided by Plan International APAC Regional Hub into 2022 Asia-Pacific Girls Report.
  • Support Plan International APAC to produce a final layout design of the 2022 Asia-Pacific Girls Report ready for distribution to internal and external audience.
  • Support Plan International APAC to develop and conduct an effective communication campaign to launch and disseminate the 2022 Asia-Pacific Girls Report across the region coinciding with COP27.
  • Produce a package of creative, compelling, and diverse communication products that effectively deliver key findings, recommendations, and success stories in the Report to various audience in an engaging manner, taking advantage of the considerable attention to climate change issue at the time of launching.
  • Ensure wide dissemination of key findings and recommendations of the Report to governments, intergovernmental organisations, academia, civil societies, media, girls and young women, and general public so that the Report’s research findings can influence and inform actions of government, civil society as well as inform strategic direction of Plan International to support and catalyse girl and youth-led movements.

III. SCOPE AND SPECIFIC TASKS

The consultant or firm will work closely with Plan International to:

  • Combine and align the 2 components/parts of the Report together; proof-read and edit the final text of the Report; execute design layout of the Report in A4 format with the estimated length of 80 pages.
  • Develop a communication concepts for launching and disseminating the report package that promote media engagement and support advocacy efforts;
  • Propose a detailed communication strategy which identifies appropriate timelines, key messages, necessary communication materials, delivering channels and media, promotional activities and events, and expected outcomes for dissemination in November 2022;
  • Conceptualize, coordinate inputs, design, produce, and plan the dissemination of communication products to be distributed on social media and traditional media to highlight and viral research findings, recommendations, and success stories associated with the Report, taking advantage of the available attention to climate issue in time of COP27.
  • Maintain regular discussion and consultancy with Plan APAC Communications team to ensure deliverables meet requirements and expectations.
  • Monitor, analyse, evaluate, and report on the achievement of the communication goals, including reach of communication products and media engagement.

Deliverables / Time

– An edited, proofread Report layout, for Plan International APAC approval / October 1, 2022

– Final .pdf version of the layout design of the Report in line with the defined parameters / October 20, 2022

– A detailed communication strategy that specify appropriate and relevant messages tailored for various audiences, a variety of communication content and materials, communication channels, dissemination methods and media, and expected communication results in cooperation with Plan APAC. / October 15, 2022

– A package of diverse communication content and materials for both social media and traditional media including but not limited to key messages, press release, op-ed and news stories, blog posts, infographics, short videos, photos, social media contents, etc. / October 31, 2022

– Successful press placement of traditional media content on regional media / November 30, 2022

– A campaign report that assesses how the reaches, engagement, receipt, and influence of the communication strategy on different platforms, by different audiences. / December 15, 2022

Resources: The consultant or consulting firm will utilize the existing content from Plan International’s 2022 Asia-Pacific Girls Report and other raw materials (photos, stories, quotes, etc.) provided by Plan APAC and will need to utilize their own equipment to complete the assignment.

Intellectual Property: All information collected for the report pertaining to the assignments as well as outputs produced under this Contract shall remain the property of Plan International who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of Plan in line with the national and International Copyright Laws applicable.

V. DURATION OF ASSIGNMENT

Duration of Assignment: The desired contractual period is between September 1 – December 15, 2022.

VIII. PROPOSAL SUBMISSON PROCEDURES

Consultants and firms interested in this engagement are requested to send the following documents in separated attachment in one application email to

  1. CV (if individual) or company profile and CVs of relevant staff (if a firm) including professional references and examples of relevant past work product.
  2. A proposal concept for the communication campaign that reflects the candidates’ understandings of and ability to fulfil the assignment.
  3. Financial proposal and proposed timeline for developing the final deliverables and specific tasks. Additional tasks needed to produce a high-quality final deliverable may also be proposed.

VII. QUALIFICATIONS/SKILLS

Proposals will be evaluated based on technical capacities (70%) and financial proposal (30%). Technical evaluation will be based on the following criteria stated as below.

1 Experience designing and producing digital campaign products / 50 points

2 Experience managing complex digital communication campaigns / 40 points

3 Experience working with international organizations, federations, alliances / 10 points
