Position Title: Common Pipeline Coordinator (Roving)

Duty Station: Geneva, Switzerland

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

IOM has played a major role in humanitarian shelter operations for many decades. IOM’s unique position as an intergovernmental organization allows it to work at scale in both natural disasters and conflict / complex contexts. In this capacity IOM works in both operations and coordination, and plays a strong role working with partners in support of national authorities.

In 2022 IOM’s Shelter programs reached approximately 9.5 million people affected by various types of disasters in 80 countries; NFIs were distributed to over 748,000 households (HH), 361,000HH received cash-based assistance, IOM supported over 130,000 households with new shelter and housing construction, encompassing emergency shelters and tents, transitional shelters, and permanent houses.

IOM has successfully created the Global Prepositioning Stock (GS) in five Global Warehouses and been implementing its Prepositioning strategy. This GS position is within the Shelter and Settlements Unit and coordinate with SCD (Supply Chain Division), MSCU (Manila SC Unit), Preparedness Unit/PRD and other sectors.

Strengthen IOM’s capacity on management of prepositioning stocks is essential to lead common pipeline mechanisms, which enhances all partners efficiency. External representation skills and fundraising capacity for prepositioning stocks are crucial.

Under the overall supervision of the Shelter and Settlements Specialist and the direct supervision of the Senior Shelter and Settlements Officer, the incumbent will be responsible for the implementation of the strategy and enhancing the effectiveness and efficiency or IOM’s programming as detailed below.

Core Functions / Responsibilities:

Global Stock (GS)

  • Develop and Monitor the Strategies for Global Pre-positioning and Regional Global StockHubs.
  • Improve specifications of core shelter materials and NFIs in close collaboration with MSCU(Manila Supply Chain Unit) and Environmental Sustainability Unit.
  • Conduct 1) annual demand and global pre-positioning setup analysis and optimize warehouse locations. 2) in-depth process improvement analyses (lead time, cost, quality, etc.)
  • Develop practical guidance for pre-positioning for country missions, and lead knowledge management of global pre-positioning resources including the GS Community of Practice page.
  • Prepare regular operations and project reporting (internal, external) and create information products on GS operations.
  • Conduct regular reporting on supply chain activities (if required, especially for the L3 missions).
  • Coordinate with government donors and private sector for in-kind goods donations and/or in-kind transportation donations.
  • Visit IOM Global Stock Hubs regularly to improve the GS operations.
  • Deploy to the field in support to operations or for workshops.

Common Pipeline (CP)

  • Support implementing an online request tracking system for Common NFI Pipelines in coordination with relevant units.
  • Plan the development of the Common Pipeline Management application, ensuring it meets the requirements of clusters and pipeline lead agencies in relevant countries.
  • Supervising the NET Developer, testing the application as it is developed, monitoring application development, conducting surveys with clusters and pipeline lead agencies, and providing data for reporting requirements.
  • Develop and update training materials for the CP application (user guides, training videos).
  • Develop general Common Pipeline guidance for country missions (how to set up new pipeline,etc.).
  • Coordinate the testing and implementation of the Common Pipeline Management application with the country-level clusters and pipeline lead agencies.
  • Travel to conduct training on the system and managing inquiries from the countries related to the application.
  • Network and liaise where appropriate with IOM’s field colleagues, donors, Global Logistics Cluster, and partner agencies to leverage common NFI pipeline service opportunities and on relevant shelter/logistics issues, tools, and initiatives.
  • Perform other such duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Logistics/Supply Chain Management, Engineering, Architecture, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • With five-year (seven years for bachelor’s degree holders) work experience in logistics-related field; practical humanitarian experience in one of the logistics and ancillary sectors, construction, material control, transport and distribution management; • Experience in NFI distribution projects is an advantage.

Skills

  • Demonstrated ability to multi-task, prioritize, and work independently;
  • Computer literacy, especially database tools;

  • Ability to timely understand the Organization’s structure and portfolios;

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in French and/or Spanish language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
