Position Title: Common Pipeline Coordinator

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Regional Crisis Coordinator and direct supervision of the Head of Programme for Gaza Response, the Common Pipeline Coordinator has the overall responsibility developing and implementing the Gaza Common Non-Food Items (NFI) Pipeline including management applications and tracking systems liaising where appropriate with IOM’s Supply Chain and field staff, donors, Shelter/Non-Food Items (S/NFI), Water, Sanitation & Hygiene (WASH) and Logistics Clusters and partner agencies.

Core Functions / Responsibilities:

  1. Ensure that the inventory of Shelter/NFI and WASH items is accurately recorded and updated in the respective pipeline online stocks of emergency supplies managed by the Shelter/NFI and WASH clusters respectively.
  2. Ensure the creation of an IOM specific inventory update that allows tracking of items according to its donor / project / program. Additionally, the inventory should be linked to a cost (in USD and/or the currency of the funding source as required).
  3. Monitor the inventory levels and provide recommendations to the WASH or the Shelter/NFICluster/Technical Advisors and Project Managers about replenishments, items about to expire, and items with high and low rotations.
  4. Coordinate the release of items to the requesting agencies from IOM and partners’ warehouses after receiving relevant endorsements by the cluster coordination teams from Shelter/NFI or WASH, and Programme Managers.
  5. Ensure updated catalogues of items for the Shelter/NFI and WASH pipelines.
  6. Ensure a register of distributions to agencies recipient of the pipeline items, ensuring that dates of collection, number and type of items, locations where the items will be utilized and targeted beneficiary numbers are properly accounted.
  7. Account and link inventory of items and items distributed to a donor or specific project following the guidelines provided by the WASH and SNFI Technical Advisors and Clusters.
  8. Request and review post distribution reports from the receiving agencies and ensure that the register of distribution is updated to the actual figures of utilization of items, especially in terms of beneficiary numbers reached.
  9. Supervise the team of international and national staff assigned to assist the management of the pipelines.
  10. Provide the information necessary for the development of donor reports as required.
  11. Provide a regular consolidated report of the activities and events related to the core common pipeline of items.
  12. Plan the procurement of items in accordance to the respective projects proposals. Ensure that the procurement is cost efficient and guarantee a speed up process.
  13. Liaise with IOM Supply Chain Unit (SCU) for the follow up of the procurement of the items, appropriate storing, transportation and tracking of items at the different warehouses.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Extensive experience in programme formulation, implementation and evaluation. Previous management of common SNFI/WASH Pipeline is a huge asset.
  • Demonstrated supervisory experience in staff management.
  • Previous work experience in a rapid transition or post-conflict area.
  • Demonstrated experience in liaising with governmental and authorities, international agencies (i.e., UN), and civil society organizations.
  • Experience in project development, implementation, and reporting, including financial and budgetary aspects.

Skills

  • Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors; Familiarity with inter-agency programme regulations of the UN and other donors;
  • In depth knowledge of the broad range of humanitarian related subject areas dealt with by the Organization;
  • Sound judgment, ability to analyze information and make decisions rapidly to resolve operational problems;
  • Efficiency, flexibility, high level of professionalism and ability to adhere to strict deadlines;
  • Demonstrated leadership, management, and coordination ability;
  • Sound communication and interpersonal skills;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and backgrounds;
  • Familiarity with IOM’s MiMOSA and PRIMA systems;
  • Knowledge of the IOM project management cycle; and,
  • Knowledge of IOM’s administrative and financial management.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
