John Snow Inc. (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a potential Commodity Security and Risk Management Officer (RMO) to support the USAID-funded Zambia Program for Advancing Supply Chain Outcomes Activity (PASCO). The RMO will be part of the Senior Management Team (SMT), and will be required to have strong supply chain technical expertise and deep knowledge and experience implementing supply chain interventions, preferably in Zambia. The goal of PASCO is to ensure sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities by strengthening capacity for transportation and distribution systems, including involvement of locally owned Zambian logistics private companies. The activity will be carried out by JSI and several partners that are providing technical and local expertise.

The Commodity Security and Risk Management Officer will primarily be responsible for the implementation of the activity’s approved Risk Management Plan (RMP) and the systematic identification, assessment, and quantification of potential supply chain disruptions in order to limit risk exposure, and mitigate anticipated and unexpected risks for the performance of the public sector supply chain.

RESPONSIBILITIES

  • Implementation of the approved Risk Management Plan (RMP). The RMP shall aim to systematically identify, prioritize, and control risks associated with the management of the in-country health commodity distribution pipeline.
  • The RMP shall involve key personnel at various levels of the supply chain, including the MOH, ZAMMSA, the hubs, the quality team, the 3PLs, and others, in the risk management and commodity security activities of the RMP.
  • The RMO shall define the principles, framework, procedures and tools to identify, monitor, analyze, and respond to supply chain risks, problems and delays.
  • In conjunction with other members of the management team, the RMO shall determine the organizational structure, and roles and responsibilities for managing the various risks identified in the RMP, as well as others that may arise from time to time. They will also be responsible for negotiating targets such as wastage rates.
  • The RMO shall also manage loss investigations, in conjunction with in-country partners, to determine causes and adjust systems to improve prevention going forward.
  • The RMO, from time to time, may adopt innovations and best practices to ensure that the RMP is current and effective as a risk management program/system.
  • The RMO shall participate with other SMT members to ensure that the implementation of PASCO’s supply chain activities are functioning optimally, with emphasis on product availability and the mitigation of risks.
  • Design and implement strategies that adapt to unexpected supply chain events that successfully minimize stock outs, wastage, and losses quickly and effectively.
  • Any additional work as assigned by the Chief of Party.

QUALIFICATIONS

  • A bachelor’s degree or higher in Supply Chain Management, Business Administration, Public Health or related field.
  • At least eight (8) years of prior experience in health supply chain management and commodity security and/or risk management for a project or company at a similar scale.
  • Experience in implementing donor funded public health programs, specifically USAID-funded programs.
  • Proven ability for collaborating successfully with counterparts, government organizations and related stakeholders.
  • Excellent organizational, analytical and oral and written communication skills in English
  • Must be based in, or willing to relocate to Zambia for the duration of the activity.
