Specialised Commissioning – East of England Region

Specialised services support people with a range of rare and complex conditions. Specialised services are those provided in relatively few hospitals or alternative settings, accessed by comparatively small numbers of patients but with catchment populations of usually more than one million. They deliver cutting-edge care and are a catalyst for innovation, supporting pioneering clinical practice in the NHS. The commissioning of specialised services is a prescribed direct commissioning responsibility of NHS England, including over 140 services across England at a value of over £15.6 billion.

Working with the regions, the specialised commissioning directorate of NHS England and Improvement takes a consistent approach to the central planning of specialised services, delivered locally. Within the East of England, the specialised commissioning function is the part Commissioning Directorate, working to develop and deliver integrated patient centred commissioning with partners and transform commissioning processes to be more efficient and effective for the population. Successfully to transform services, NHS England and Improvement is committed to working beyond organisational boundaries to join up services across primary and secondary care; not just across the NHS but the wider public sector too, including but not limited to the introduction and delivery of collaborative commissioning and aligned provider models.

The post holder will be part of a multi-disciplinary team that covers the specialised commissioning services within the geography of the East of England. The post holder will be required to manage several conflicting priorities and support members of the team in often high profile and demanding situations.

As a Commissioning Officer, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the East of England to manage the interface with acute providers, ICSs and ICBs. The post holder will be the first point of contact for all aspects of contract and service management and performance within a specific sub-regional contracting portfolio. The role supports the business in driving transformation as well as value for money in planning, commissioning, and service. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery. The post holder will support current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes and programmes of work, document those processes and programmes of work as they are agreed and oversee their delivery.
