Background: SoCha, LLC is responsible for the implementation of the Mission Strategic Support Program (MSSP) of the Democratic Republic of Congo (USAID/DRC), for a period of 5 years. The objective of the MSSP is to provide technical and advisory services for the planning, design, execution, dissemination and learning of monitoring and evaluation of Mission portfolios; assist the Mission with strategic and operational level monitoring, evaluation and learning, including data collection and verification, data visualization, evaluations data quality, impact and performance evaluations, organizational learning, and collaboration among USAID implementing partners. The Program also implements a capacity building program for the mission and implementing partners, developing an M&E knowledge base within the mission and adapting a curriculum to develop the skills of M&E staff.

SoCha is looking for a qualified individual to fill the role of “CLA & Communication Specialist”.

Scope of Work: This position will support operational alignment between the mission’s strategic learning agenda, CLA action plan and ongoing initiatives between technical teams, activity managers and MEL officers integrated with implementers and stakeholders. The Specialist will also contribute to implementing/supporting the communication activities of the mission and to maximizing the reach of his designated audience.

  • Coordinate, facilitate and organize logistics for CLA events, including partner meetings, representation events, external portfolio reviews, evidence sharing summits and other learning and management related matters adaptive in the DRC and in the wider region of Central Africa;
  • Help facilitate learning forums to share experience across activities and sectors for geographically targeted provinces of the Mission;
  • Develop and finalize scope of work and reports for each assigned CLA event using the English language;
  • Participate in the strategic communications and public storytelling campaign;
  • Participate in overall mission visibility and awareness of how USAID/DRC is helping to advance CDCS and J2SR;
  • Design high-priority communications and outreach products and initiatives;
  • Help identify local consultants or tender to communications companies for public relations assistance, media buying or professional production;
  • Design a system to track communication outputs and measure influence on behavior change (e.g., message recognition or types of care-seeking behavior);
  • Edit, print and distribute up to 500 hard/online copies of the DRC/Regional Platform annual report;
  • Design and edit infographics, audio, and video materials on paper/online;
  • Design and edit social media communication and messaging;
  • Identify the most relevant media/social media to reach the target audience;
  • Assume the final consolidation, editing and formatting of MSSP reports;
  • Perform any other duties assigned by the CLA Advisor, DCOP and/or COP, based on emergency priorities.

Minimum qualifications and experience:

  • Be a national or resident of the Democratic Republic of Congo;
  • Hold a BAC+5 university degree in communication, information or marketing sciences or any other related field;
  • A minimum of 5 years of experience in the field of communication, journalism, awareness, marketing or any other relevant field;
  • Experience in organizing event activities and managing press and communication during an event;
  • Experience in the development of communication products (development of communication media, audiovisual products, writing articles and press releases);
  • Good digital communication and media relations skills;
  • Master computer tools, in particular Word, Excel and PowerPoint;
  • Strong knowledge of at least one of the following software: Photoshop, Illustrator or InDesign;
  • Graphic design skills an asset;
  • Fluency in written and spoken French is required;
  • Strong level in English required;
