DEPARTMENT

The People Management Unit (PMU) is responsible for designing and implementing team management and DEI-related learning events for multiple MSF sections, including the Ways of Working (WoW) courses. The PMU is a global team with team members currently based in North America and Europe, with facilitation teams recruited and contracted globally.

The PMU’s programs are designed to contribute to the professional development of MSF staff and prepare them for more senior roles, while also contributing to the overall operational success of MSF projects. PMU programs support changes in MSF’s workplace environments and learning culture, as well as foster the implementation of new ways of working within MSF.

PROJECT

The WoW Program Management (PM) Team collaborates with MSF Operations and HR teams to plan and deliver training courses and other learning events in digital, virtual, and face-to-face training environments. The PM Team recruits facilitation teams, works with them to deliver learning events consistent with the WoW programs’ content and core messaging, pedagogical design choices and training methodology and supports their ongoing professional development.

The WoW Program Management Team collaborates with the Instructional Design team to expand the range and delivery of the WoW program offer in multiple languages. Facilitators and technical producers are integral to expanding, improving, and updating WoW content for all learning events, providing a continuous feedback loop from WoW participants.

The PMU Cohort Management Associate is responsible for the development and implementation of key administrative components of MSF-USA’s PMU WoW learning events. The role performs administrative, instructional design and evaluation functions to support both the WoW Program Manager and Instructional Designer. The role oversees all administrative aspects of each WoW course, as well as supports the development and management of new learning materials, program management tools, and capturing essential training data for the purpose of monitoring and evaluation of the WoW program.

TASKS

Administrative Support to the WoW Program Manager (50%)

Is the principle administrator and mission contact for all Ways of Working (WoW) virtual and in-person training sessions. Liaises with WoW Program Manager before and after each WoW session to:

• finalize WoW participant lists for review with the WoW Program Manager

• deliver the relevant WoW instructions, documents, links, etc. to the WoW-host missions, line managers, IT managers and WoW participants

• support the briefings, walkthroughs and debriefings of all WoW facilitation teams, liaising with Cell HR Responsibles, project HRCos/CoFiRHs and guest contributors to set up briefings.

• answer all logistical, content and material-related questions, forwarding technical questions to the Instructional Design (ID) Team as necessary

• ensure latest versions of all WoW files are posted in the correct Facilitator and WoW cohort folders on Teams, Sharepoint, and Tembo

• email facilitators and participants session emails and nudges as per WoW session requirements

Supports the WoW Program Manager to maintain accurate records of all WoW activities including:

• follow and improve upon process to launch trainings and facilitation team onboarding, expanding expand the level of detail to ensure the efficient delivery of all WoWs

• support the WoW Program Manager and WoW facilitators to track pre-work and post-work assignments and activities for each WoW session on Tembo and other learning software, coordinating with HRCos and others to ensure participants are advised of outstanding work.

Support to the development of PMU monitoring and evaluation activities (25%)

Supports the PMU Director and M&E Officers to:

• brief and provide M&E consultants with background materials about MSF, the OCP and the PMU’s learning and development philosophy, and the WoW programs

• identify key MSF stakeholders to participate in a L&D M&E community of practice, setting up a regular schedule of meetings and sharing materials of interest

• review mid- and end-of-course WoW surveys to enhance the PMU’s understanding of participants’ satisfaction with their learning experience, comprehension of core concepts and planned application of the WoW philosophy

• review, clean and consolidate all WoW participant and course data

• review, clean and consolidate all WoW session survey data

• design reports to analyze WoW participants’ feedback and application of WoW learning

• conduct selective qualitative assessments

Support to the development of PMU learning activities (20%)

Supports the PMU Instructional Design team to:

• edit PPT presentations, Mural activity boards, and core Word documents to ensure they remain consistent with the PMU style guide

• maintain consistency of graphic design and translation through all WoW learning materials, including materials used in WoW courses, follow up activities and the Continuing Professional Development programs

• supports WoW facilitation teams in the usage of supplementary programs and/or physical materials that are an integral part of WoW program delivery including Mural, Mentimeter, and the development of Kit Materials for blended program delivery

• work with MSF sections, internal translators, expert volunteers and external translation agencies to ensure all new materials, or revised materials, are translated into French – and other languages as requested by OCP missions

• participate in the design editing and conversion of training programs into different languages

Other miscellaneous duties (5%)

• Attends regularly scheduled staff meetings, Program Updates and office-wide debates to participate in information sharing across all departments, and stay informed on important MSF topics to be able to contribute to the organization’s ongoing development.

EXTENT OF PUBLIC CONTACT

The Cohort Management Associate has limited contact with non-MSF staff members. Questions related to WoW course programming will be referred to the PMU Director or WoW Program Manager. Questions related to program content and design will be addressed by the PMU Instructional Designer.

Within the MSF movement, the Cohort Management Associate interacts with all levels of staff, field workers and colleagues within OCP and other OCs, as well as other MSF sections, Epicentre and/or the MoH.

WORKING CONDITIONS, TRAVEL AND ENVIRONMENT

This position can be based in a number of MSF locations, but it cannot be guaranteed that all MSF offices will be able to host this role. The work location of this role may be reviewed in 2024 or 2025.

While performing the duties of this job, the Cohort Management Associate will be required to sit (or stand) for long periods. Must be available to work before 9:00 am, and after 5:00 pm or on weekends, as required. Some flexibility required as not all MSF offices, missions, team members and collaborators may be available during regular U.S. EST working hours.

The Cohort Management Associate should be prepared to work from an MSF office, virtually from home, or as contract hosting policies may require, a hybrid working model. If the role is hosted by an MSF office outside the United States, then the individual will be required to follow the rules and regulations of the hosting office. As such, the Cohort Management Associate’s working environment must be conducive to working independently and attending virtual meetings, including access to high-speed internet and allowing for focused and uninterrupted periods of time.

PMU COHORT MANAGEMENT ASSOCIATE PROFILE

Essential/Required

• Bachelor’s degree or equivalent, preferably in adult learning or education

• A minimum of 2 year’s real work experience will be strongly considered

• Outstanding computer skills including experience using Microsoft Office products, database, and team collaboration programs

• Understanding of learning and facilitation methodologies

• Familiarity with Monitoring and Evaluation methodologies, including quantitative and qualitative approaches

• Excellent written and oral communication sills in English

• Strong interpersonal skills, especially cultural sensitivity

• Ability to work with limited supervision and direction

PREFERRED

• Professional fluency in more than one language (English, French, Arabic, Spanish)

• 2 years experience working with MSF

• Knowledge of WoW programs and/or other MSF management and DEI programs

• Outstanding and proven time management and organizational skills

• Keen attention to detail with ability to track multiple projects at one time.

• Genuine interest in and commitment to the humanitarian principles of MSF
