There are 5.2 million people in need of humanitarian assistance in Somalia. The country also has a high number of Internally Displaced Peoples (IDPs) and refugees who have left the country, with more than 3.6 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods. Clan disputes, protests, the weakness of the national forces, the gradual withdrawal of the African Union Mission in Somalia, Islamic State and continuing Al Shabaab attacks cause insecurity and instability across Somalia.

The insecurity coupled with reoccurring climatic shocks often lead to displacement. With 2.6 million IDPs across 2,000+ settlements/sites, the CCCM cluster’s coordination in the provision of basic services in sites while improving the living conditions and protection of IDPs. The cluster’s current priorities focus on meeting the humanitarian needs of the affected individuals while maintaining a clear focus on durable solutions and longer-term development needs.

Under the overall guidance of the Regional Director for East and Horn of Africa, the direct supervision of the Chief of Mission (CoM), and in close coordination with the Senior Programme Coordinator (EPC) and Programme Officer (CCCM), and other relevant units, the Cluster Coordinator (Camp Coordination and Camp Management (CCCM) will be responsible and accountable for the coordination of the Somalia CCCM cluster, in coordination with the relevant co-lead partners.

Core Functions / Responsibilities:

1. Coordination

a. Represent the interests of the cluster in discussions and coordination meetings at the national level and ensure a harmonized and coordinated multi-sectorial response in displacement sites.

b. Ensure reporting of multi-sectorial gaps and needs in all displacement sites to the Inter-Cluster Working Group and advocate for support from other clusters when necessary.

c. Ensure that adequate site management structures are in place in identified displacement sites.

d. Organize regular cluster meetings at the national level.

e. Serve as co-chair/co-lead to the Disability Inclusion Working Group and any taskforces that are established which require CCCM leadership.

2. Planning and preparedness

a. Lead on cluster planning at national level with regards to developing response strategies, contingency planning including “exit”/transition strategy for site closures and action plans for the cluster.

b. Together with cluster partners, undertake capacity mapping and gap identification exercisesto develop a capacity-development strategy for the sector.

c. Identify the training needs and develop a capacity building strategy accordingly.

d. Organise joint field missions, needs assessments and analysis among cluster partners and participate in joint inter-cluster needs assessment exercises.

3. Monitoring

a. Ensure and monitor that all CCCM actors implement site management standards and guidance in all displacement sites.

b. In coordination with the Somalia Humanitarian Fund (SHF), ensure that all partners funded through this mechanism meet their targets and complete all reporting requirements.

c. Develop and implement partner-wide monitoring structures that identify areas where the cluster can improve operations.

4. Directly manage the CCCM Cluster Team

a. Ensure proper communication and information flow between cluster partners, Mogadishu and the field, and other stakeholders.

b. Ensure close coordination with all cluster partners to collect and collate agreed upon CCCM reporting tools for the field.

c. Ensure close coordination with the Displacement Tracking Matrix (DTM) team, as the primary Information Management partner of the CCCM cluster; review, share and promote DTM products in all relevant forums.

d. Ensure that cluster data is well presented via periodical info-products.

e. Ensure close coordination with Durable Solutions agencies and consortium.

5. Application of standards and guidelines

a. Facilitate discussion and agreement on the use of common standards and tools among cluster partners.

b. Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content.

6. Perform such other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.


  • Operational experience in the field of IDP/refugee and migration related issues, including technical cooperation, project development and project/programme implementation and evaluation.
  • Work experience in liaising with governmental authorities, other national/international institutions, and NGOs.
  • Experience in the region is an asset.


  • Good knowledge of UN, IOM and NGO mandates and programmes in the IDP humanitarian responses, post conflict construction and development.
  • Familiarity with financial management and good level of computer literacy, including database applications.


IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
