Position Summary:

The holder of this position is part of the ICAP team in Brazzaville implementing the GC7-ICAP technical Assistance Project to support the Ministry of Health in the implementation of its extended program activities for prevention, care and treatment of people living with HIV. Under the supervision of the CR/TD, the Clinical Advisor will provide technical assistance to the regional teams to provide comprehensive HIV prevention, care, and treatment services at supported health facilities. S/he will also provide TA to the district health teams in planning implementing and monitoring and evaluating HIV services in all the supported provinces. S/he will support PNLS in updating and revising national guidelines and polices, participate in technical working groups, provide training and mentorship and support the national supervision system.

Major Duties and responsibilities:

The Clinical Advisor Lead will be specifically in charge of: Develop quarterly work plans to submit and discuss with supervisor.

  • Coordinate training, tutoring and supervision activities related to HIV prevention, care and treatment including PMTCT and TB/HIV for nurses and other staff at districts and sites supported by ICAP.
  • Identify and pilot innovative strategies to improve the quality of prevention care and treatment services.
  • Ensure that sites supported by ICAP follow national protocols for HIV prevention, care and treatment, including PMCT and TB/HIV.
  • Contribute to the development of job aids and other practical tools for improving the quality-of-care services.
  • Participate in technical working groups related to HIV prevention, care and treatment.
  • Conduct weekly / monthly analysis of aggregated case management data to identify problems and propose solutions for improving the quality of services. Regularly evaluate the systems put in place as part of care and provide corrective measures in case of need. • Work closely with the ICAP monitoring and evaluation team.
  • Collaborate with other leads to ensure the completeness of the package of services provided.
  • Participate in the drafting of the continuation application, work plans, scope of works for sub agreements and the quarterly and annual narrative reports, and other reporting requirements.
  • Carries out other duties and responsibilities as assigned by the Country Representant /Technical Director and others.
  • Frequent travels to field sites are required.

Qualifications / Professional Requirements:

  • Medical doctorate
  • A Master of Public Health is a plus.
  • At least 7 years of experience in the care of PLHIV
  • Experience in training, supervision and mentoring of other clinicians.
  • Good interpersonal skills and ability to develop good relationships with government and nongovernment partners, clinicians and other staff at supported sites.
  • Ability to develop and manage program. activities and budgets
  • Ability to set priorities, set appropriate deadlines and respect them.
  • Experience in an international Organizations • Proficiency in Word, PowerPoint and Excel
  • Fluent in French and English proficiency
  • Excellent oral and written communication skills.
  • Sense of initiative and ability to work with minimal supervision.
  • Strong supervisory and interpersonal skills.
  • Ability to work in a multicultural environment.
  • Is prompt and efficient with minimal absences.
  • Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program.
