The USAID-funded Local Governance Assistance Activity (LGAA) in Bosnia and Herzegovina (BiH), implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest for a Climate Change Mitigation and Circular Economy (CMCE) Expert for a short-term technical assignment. The CMCE Expert will work with the LGAA team based in Sarajevo, BiH. The assignment has an LOE of twenty-five (25) days. The performance period for this assignment is March 8 to May 15, 2024.

Position Description/Summary: The purpose of this assignment is to assess and build the capacity of ten partner local government units (LGUs) – Gradačac, Lopare, Modriča, Šamac, Teslić, Tuzla, Vareš, Zavidovići, Zenica, and Žepče – to effectively plan and manage the challenges of the climate change and utilize the potential of the circular economy to promote more resilient, sustainable local economic development. The CMCE Expert will perform the work both remotely from their home of record in BiH, and on-site in the ten partner LGUs. Domestic travel is therefore expected.

Responsibilities:

*Design questionnaire to collect information about partner LGUs’ existing capacity and practices with regard to planning for and managing the challenges related to climate change as well as their knowledge and experience with utilizing the potential of circular economy (for example: local policies, measures, or activities that are in place or they have knowledge of).

*Analyze results of the questionnaire and collect additional information through interviews with partner LGUs and other relevant stakeholders as needed (in-person or virtual), including with responsible LGAA staff.

*Develop a draft two-day training program for partner LGUs. The program must be tailored to the specific needs and contexts of LGAA’s ten partner LGUs including best practices and the latest technical thinking with regard to the following illustrative topics: Basics of Climate Change, Principles of Circular Economy, Local Impact Assessment, Policy Development, Community Engagement, Infrastructure Planning, Waste Management, Green Innovation, Collaboration, Education and Outreach, Budgeting for Sustainability, Legal Compliance, and Gender and Social Inclusion.

*Conduct a two-day training session for LGAA’s ten partner LGUs in two locations, Sarajevo and Tuzla.

*Prepare a final report containing information about a) key findings from the survey conducted in Task 1 for each LGU; b) overview of the training sessions, including the curriculum and any materials prepared for these sessions; and c) recommendations for next steps to support the further development of capacity in each LGAA partner LGU with regard to climate change and circular economy objectives.

Minimum Qualifications Required:

*University degree in international development, engineering, environmental science, circular economy, or another related field.

*At least five years of relevant professional experience in addressing potentials of climate change and circular economy to mitigate climate change in Bosnia and Herzegovina, Balkan and/or countries of the European Union.

*Excellent written and oral communication skills in the official languages of peoples in Bosnia and Herzegovina (Bosnian, Croatian, Serbian).

*Experience administering surveys, key informant interviews and other social research methods.

*Advanced English writing skills.

*Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource, including for data visualization.

*Proven expertise in the provision of training for public institutions and/or government bodies in relevant technical areas.

* Citizens of Bosnia and Herzegovina are preferred for this assignment
