Duty Station: Iraq – Erbil/Dohuk

Contract Duration: 1 Year with the potential to renew

Job Summary

CARE is seeking a dynamic, engaged, innovative and motivated Climate Change Adaptation Specialist. The CCAS will be responsible for mainstreaming climate change adaptation into CARE Iraq’s projects and programmes through technical guidance, strategy development, support, oversight, capacity development, advocacy and representation, contributing to CARE’s vision and mission of Gender equality and Climate justice. The CCAS will collaborate with other technical leads in the county and the region, as well as programme managers in Iraq to design and execute high quality state of the art programming and implementation.

The CCAS will develop and/or maintain collaborative and cohesive working relationships with local and national government, donors, counterparts, national partners, CARE Member partners, and other stakeholders.

The CCAS will be based in Erbil or Dohuk and expected to travel to project sites as well as to actively represent CARE in relevant networks.

Responsibilities

  • Lead the mainstreaming of climate change adaptation into programme, projects and/or initiatives
  • Provide strategic advice to staff in identifying, preparing, implementing and supervising programs, projects and project’s components to address climate change issues and climate change readiness.
  • Identify trends and technical standards, and develop frameworks, strategies and tools
  • Build relationships with environmental and development NGOs, government, the scientific community and colleagues within the CARE confederation, to develop and share latest thinking on adaptation tools, methods and frameworks
  • Ensure learning through collecting and sharing best practices with CARE staff and their national partners
  • Provide guidance to CARE Iraq’s green team

Qualifications

  • Master / Bachelor degree or equivalent combination of education and work experience in relevant subjects – natural resource management, hydrology, soil and water conservation engineering, water resources management, biodiversity or climate change or other relevant discipline
  • sound understanding of the linkages between ecosystems, biodiversity, human well-being, gender and climate change
  • At least 3 years of working on climate change or related environment and/or
    development issues, either in an NGO or the public or private sector
  • Demonstrated ability to understand complex scientific issues and to communicate and apply them at programme and project level
  • An understanding of climate change and conservation challenges in developing countries, with the ability to recognise and work with local and national level priorities to identify linkages between policy and practice.
  • Demonstrated experience in program design, management, implementation, monitoring and evaluation and reporting.
  • Excellent presentation, communication and facilitation skills
  • Proficiency in English; Arabic and Kurdish added value
