Position Description

The Technical, Operational, and Program Support (TOPS) project is a United States Agency for International Development (USAID) funded institutional support contract for USAID’s Bureau for Development, Democracy, and Innovation (DDI). Through this contract, EnCompass LLC provides technical assistance to USAID in support of the Agency’s climate, environment, energy, and infrastructure efforts. This is an exciting time to be supporting climate efforts at USAID and an opportunity to take an active role in combating the climate crisis around the world.

As part of our TOPS program, EnCompass LLC is seeking a Climate and Disaster Risk Reduction Specialist to support USAID’s Bureau for Humanitarian Assistance Office of Technical and Program Quality (TPQ), which leads efforts to ensure high-quality programmatic and technical leadership, oversight, and guidance. TPQ captures, applies, and strengthens capacity in technical best practices and contextually appropriate programmatic approaches focused on all dimensions of humanitarian response and transition, as well as analyses of risk and early warning. The Specialist will work to assist the bureau on implementation of the USAID’s climate strategy.

This full-time role will be fully embedded within USAID, however, the position can be remote within the states that EnCompass is registered in within the US. Candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions include:

  • Assisting BHA climate group on implementation of the Agency climate strategy including planning, programming, implementing interventions and tracking and reporting for various US Government initiatives
  • Helping to plan possible BHA/TPQ disaster risk reduction related interventions and programming in support of the USAID Climate Strategy
  • Helping to monitor the implementation of existing interventions
  • Helping to collate indicators and targets needed for reporting and other communication mechanisms
  • Helping to develop reports, blogs, meeting summaries and talking points as needed
  • Work-related international travel may be possible (depending on circumstances), though not mandatory
  • Other duties as assigned

Position Requirements

Qualifications

  • Bachelor’s degree and 7+ years of relevant experience. Or a Master’s degree and 5 years of experience. Preferred areas of study include climate adaptation or mitigation, environment, natural resource management, international relations, or a related field.

Experience and Skills

  • Experience working on humanitarian assistance programming
  • Experience with integrating climate change considerations into disaster risk reduction programs
  • Expertise in natural hazards and hydrometeorological hazards (droughts, cyclones, floods, extreme temperatures, etc.)
  • Experience and/or familiarity with USAID humanitarian assistance programming preferred
  • Experience supporting international development programs is preferred
  • Ability to be flexible and shift back and forth between competing priorities
  • Experience with creation and delivery of reports, briefings, talking points and presentations
  • Proficiency in Google Workspace
  • Strong organizational skills and attention to detail
  • Excellent written and oral communication skills, including the ability to effectively communicate technical subject matter to non-technical audiences
  • Ability to work independently as needed, while also having excellent interpersonal skills and the ability to work collaboratively and engage effectively in a team environment, including with teams that span organizational divisions
  • Must be eligible to obtain and maintain a facilities security clearance
