Period of engagement: Consultant will work 21 days, up to 168 hours in total over the course of the contract.

Project Description/Background:

This consultancy will support the development of Save the Children US’s (SCUS) Climate in Education strategy. This will include an internal investigation of recent activities and initiatives linked to climate to understand what already exists in this space, as well as what may be occurring outside SCUS within conservation focused entities. Once the climate education landscape is completed, the consultant will provide programmatic recommendations based on existing education resources, to support the mainstreaming of climate programming within education, and ensure it is coherent with key initiatives, sectors, and evidence-based practices.

Description of Services, Deliverables and Timeline:

The goal is to have this work completed by July 2022 in order to inform 2023 budgets, activities, and potential staff recruitment.

1. UNDERSTAND OUR POSITION

Conduct a Climate Adaptive Programming in Education (CAPE) Landscape Analysis that examines what Save the Children is already doing within, or related to, the education sector (School Health and Nutrition (SHN), Basic Education (BE) and Education in Emergencies (EiE), Early Childhood Development (ECD)). Identifies key evidence-based and promising practices (internal and external to SC) within each sub-sector in an annotated bibliography format.

2. RECOMMEND CAPE STRATEGIES TO PILOT AND EXPAND

Develop a report that identifies which existing SC Climate & Education strategies should be part of the CAPE “framework.” Report should highlight promising practices* already taking place, identify gaps in the existing programming, and how they can be filled or strengthened, based on evidence (from output 1).

Identify gaps in our sector-specific technical guidance and recommendations for climate resiliency to be included in each (ECD, SHN, BE/EIE). **

3. IDENTIFY FUNDRAISING PROSPECTS, STRATEGIES AND PARTNERSHIPS

In a 5-10 page report, recommend strategic institutional and donor partnerships to strengthen and complement SC’s impact for CAPE. Report should include:

· Potential international and local climate-focused partners that provide synergies with SC CAPE programming.

· A summary of what climate focused organizations, as well as education-focused NGOs (competitors) are already doing in CAPE and where SC can add value.

· Identify potential private and public donors for CAPE and their specific climate and education interests. Include new donors as well as those who we have, but aren’t tapping into.

· Recommend how to align CAPE with USAID’s new Climate strategy, considering facets of inclusion, localization, gender, child participation, etc

4. ENSURE EDUCATION AND CHILD PROTECTION STAKEHOLDER CONSENSU AND BUY-IN

Each Consultancy output is reviewed by SCUS TAs in each sector AND 2-3 key country colleagues applying this work in the field. Their comments and recommendations should be considered and/or integrated into final products. Extra days have been included in the SOW to integrate these revisions.**

Background and expertise required:

  • Background and expertise in international education and health sectors and their intersection with climate. Knowledge in both research and programming approaches. Minimum of ten years of experience preferred.
  • Knowledgeable regarding key climate evidence-based resource and evidence, strategic stakeholders and funding streams dedicated to climate.
  • Demonstrated experience and success in developing technical guidance, frameworks, log frames, and models for cross-sectoral initiatives.
  • Experience managing, designing or implemented USAID funded programs preferred;
  • Strong personal organizational skills, including time management, coordination, and ability to meet deadlines;
  • Proactive and creative thinker who can apply those skills to overcome obstacles.
  • Ability to work within a multicultural setting and with multicultural teams;
  • Fluency in written and spoken English.
