Chemonics seeks a CLASP (Collaborating, Learning and Adapting and Scenario Planning) Director for the anticipated 5-year, $10 million USAID/South Sudan Conserving Biodiversity Activity (CBA). The purpose of the Activity is to strengthen conservation of biodiversity that benefits both people and wildlife in the Boma-Badingilo Parks/Landscapes (BBL).

The overall objectives of the activity are to:

1. Improve conservation in high priority areas of the BBL through reducing threats to wildlife populations and ecosystem function and increasing and stabilizing connectivity between critical wildlife areas.

2. Improve community conservation and natural resource management of BBL Landscape including through improved governance of natural resources, increased wildlife compatible livelihoods, and reduced wildlife-livestock-human conflict.

The CLASP Director will facilitate all M&E and CLA facets of the Activity and lead all scenario planning. They will organize learning opportunities, manage data collection and reporting, facilitate scenario development in close coordination with the Chief of Party.

This position will be based in South Sudan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Key responsibilities:

  • Develop, manage, and coordinate CBA learning opportunities and scenario planning
  • Lead development of a cohesive learning agenda
  • Build the capacity of CBA staff and counterparts in core concepts of CLA and MEL
  • Develop innovative and user-friendly approaches that maximize staff and counterpart use of data to improve programming
  • Lead stakeholder engagement and build partnerships
  • Analyze trends to inform scenario planning, sharing results with CBNRM groups for broader conservation planning
  • Conduct scenario planning and provide weekly updates as part of analyses
  • Oversee data and surveillance

Qualifications:

  • Bachelor’s degree in social and economic development or a related field; master’s degree preferred
  • At least 10 years of relevant MEL experience and previous management experience
  • Experience with USAID MEL systems and policies required
  • Demonstrated record of successfully supervising a MEL evaluation team and producing high-quality MEL plans
  • Expertise in developing and overseeing quantitative and qualitative assessments
  • Ability to design online and offline database systems, and to design and implement online survey instruments
  • Demonstrated leadership, versatility, and integrity
  • Strong oral and written communication skills; fluent in English; conversant in Arabic preferred
