Contract Length: 12 months with possibility of extension

About the Civil Society and Inclusive Governance programming of People in Need:

Civil Society and Inclusive Governance is one of the PIN’s Relief and Development Department’s three strategic pillars. PIN recognises that citizens’ voices must be strengthened in order to hold governments to account and ensure policies and public services are effective, inclusive and reflect the needs of the population. Towards this goal, PIN works to strengthen civil society and in parallel, support governments to develop more accountable, transparent and participatory mechanisms for planning and monitoring of policies and public services. Civil society development and inclusive governance is both a goal in itself as well as a cross-cutting approach that intersects PIN’s programming and builds local ownership and sustainability towards longer-term development goals.

PIN implements Civil Society and Inclusive Governance programming globally and is currently expanding its Civil Society Organisation (CSO) organisational capacity development portfolio.

About the role:

The Civil Society Advisor will be a core member of the Civil Society and Inclusive Governance technical advisory team that directly supports PIN Country Programmes to design, implement and monitor civil society development and inclusive governance programming. Specifically, the advisor will be responsible for ensuring quality programming and promoting high standards in PIN’s approach to CSO organisational capacity development and supporting CSOs to become effective actors of local governance and development. The advisor will work directly with programme teams both remotely and in-person to develop proposals, provide in-person and remote technical advisory support during implementation and evaluate programme results.

Main Duties & Responsibilities:

  • Under the guidance of the Civil Society and Inclusive Governance Pillar Lead Advisor, the advisor will contribute to the strategic development, technical quality, and coordination of PIN’s civil society development portfolio, in particular, CSO capacity development programming and supporting CSOs with advocacy, policy dialogue, participatory mechanisms for inclusive governance and work with local authorities.
  • Supports the development, implementation and monitoring of PIN’s civil society development and inclusive governance programming, including proposal development, technical advisory field visits, staff mentoring and capacity development opportunities.
  • Mentors and develops the technical skills of PIN programme teams on civil society and inclusive governance approaches, including conducting trainings on core topics (such as community engagement and accountability, participatory engagement, digital democracy, innovations in participatory governance etc).
  • Support mainstreaming of civil society and inclusive governance approaches across all of PIN’s work.
  • Participates in regular meetings of the Knowledge and Learning Department (KLD) and contributes to the agenda.
  • Maintains and contributes to KLD knowledge management (Knowledge and Learning Centre, Indikit, etc) on civil society and inclusive governance.

Main Requirements:

  • Minimum 5-7 years of relevant experience in a humanitarian or development context
  • Minimum of 3-5 years of experience in directly implementing civil society development programming, in particular CSO organisational development programmes
  • Extensive experience working on programmes funded by the European Commission, USAID and/or UK FCDO
  • Strong communication, facilitation and presentation skills
  • Strong experience in proposal design and development of practical guidance to support quality assurance of civil society development programming
  • Experience with civil society development and inclusive governance programming in Africa and Asia is an advantage
  • Experience with digital/media literacy is an advantage
  • Project management experience an advantage
  • Fluency in English, both written and verbal
  • Willingness to travel regularly to PIN country programmes (minimum 25% of the time)
