Civil Peace Service (CPS) Advisor (m/f/d) for Peacebuilding in the Context of Forced Internal Displacement in Mindanao

Assignment period: 01/01/2023 – 10/31/2024

Field of activity

The Philippines have experienced decades of armed conflict between the government and armed groups on the southern island of Mindanao. Conflicts over natural resources and land use pose further potentials for violence. One major effect of these conflicts is forced internal displacement (FID) that leads to increasing marginalisation and impoverishment, particularly of indigenous populations and women, who already have poorer access to public services. The Civil Peace Service (CPS) collaborates with partners and networks from the academe, civil society and governmental institutions on conflict transformation in order to mitigate the impacts of displacements, strengthen internally displaced persons and host communities and to prevent further escalation of conflict. Your tasks

  • „Oversee, coordinate and implement the current project focusing on an enhanced conflict- and culturally-sensitive approach to local disaster management and mitigation”
  • Advise and support CPS’ partners in conflict-sensitive project design & development
  • Organise and/or facilitate capacity development measures for CPS’ partners
  • Develop project proposals together with partners & manage project funds
  • Liaison and coordinate with other relevant stakeholders, such as other GIZ projects, governmental agencies, international organisations, etc.
  • Facilitate the strategic collaborations with the regional and national partners
  • Develop and design the component’s future areas of intervention and strategic direction in alignment with CPS programme goals and the joint country strategy
  • Contribute to the overall GIZ-CPS Philippines programme, i.e. in developing knowledge materials, organising team activities, taking on responsibilities as focal person i.e. digitalisation, gender, communication, knowledge management, etc.

Your profile

  • University degree in political, social or behavioral sciences or other related fields
  • First experience in working on internal displacement, with internally displaced persons and/or host communities
  • Sound understanding and knowledge of internal displacement and respective national and international legal frameworks
  • Strong advisory and process facilitation skills in the collaboration with diverse partner organisations
  • First experience in project design & management, impact monitoring and reporting
  • Knowledge of the instruments and methods of conflict transformation & peacebuilding
  • Distinct capacities in self-organisation and working independently
  • Good understanding of the Philippine socio-political context and specifically Mindanao’s diverse conflict context
  • Very good communication skills
  • Fluent in English and willingness to learn Visayan
