General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population.

Orange partners directly with affected Syrian populations delivering humanitarian and development programmes, Food Security, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Orange also collaborates with national and international non-governmental organizations, local initiatives responding to the humanitarian Syrian crisis with capacity development programmes, to be better equipped with the skills they need to prepare and respond to affected population’s needs and to ensure that these communities, which we work within, are ready for any future disasters.

Job Purpose:

Orange Organization contributes to a project that aims to improve the learning spaces through the rehabilitation of several schools within Azaz and Afrin District’s area. The project consists of three main components which are:

· Conduct all the required technical assessments and BOQs through field visits to the targeted schools.

· Facilitate contractual agreements with capable contractors (if needed).

· Supervise and conduct all planned rehabilitation activities as well as conduct the quality control measure within targeted schools.

The Civil Engineer will be reporting to the Project Coordinator and working in close coordination with the community representative, Education Directorates, and implementation contractors.

The Civil Engineer is responsible for the delivery of the project activities, under the supervision of the Project coordinator. These will involve activities site overseeing, developing agreed implementation plans, timelines, Construction schedules and providing technical executive guidance to the contractors.

Duties, objectives and competencies:

  • Supervise construction and rehabilitation sites, feeding back to the Project Coordinator on any challenges or delays encountered and develop appropriate solutions to same;
  • Act as a focal point between Orange Procurement Team and Contractors (if needed) to ensure the necessary materials are procured and delivered to site, according to agreed work-plans and with adequate notice provided to ensure procurement processes can be completed in line with Orange policies;
  • Oversee contracts’ constructional inputs and other contractual measurements to meet technical assessment and feedback about any variances;
  • Prepare site reports and constructional items receipt lists and ensure all constructional supplies are delivered with the agreed amounts and specifications;
  • Prepare field progress reports and inform about any implementation issues or delays;
  • Monitor the implementation of all engineering works in terms of outputs against activity plans and take all necessary actions, in association with the Project Coordinator, to ensure the works are completed to the highest technical standard within the allotted time and budget;
  • Ensure that policies and guidelines as laid down in Orange’s manuals and policies are adhered to at all times;
  • Ensure adherence to Orange’s Code of Conduct and Child Protection Policy and standards of integrity;
  • Ensure adherence to the procurement guidelines as per the Orange’s Procurement Manual;
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project;
  • Other related tasks at the request of the Project Coordinator;

Requirements:

· Bachelor’s degree in Civil Engineering or relevant field of study.

· At least 2 years of NGO work experience or leading LNGO with increasing responsibility;

· Excellent proven technical knowledge of the field of educational building construction; extended proven knowledge in the field of sanitation and drainage systems will be an asset;

· Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders;

· Sound judgment and ability to make impartial recommendations;

· good English language skills (written and reading);

· Excellent computer skills, including MS office.

· Excellent skills in regard to engineering software, including AutoCAD.

· Excellent time management skills and the ability to prioritise work when under pressure;

· Commitment to beneficiary accountability and humanitarian principles.

· Hard-working, proactive, and able to prioritise and delegate a demanding workload.
