All projects have gender equality as a transversal theme, and have been contextualised within the broader Sustainable Development Goals frameworks and objectives.

Following the increased militarisation around Ukraine’s borders as well as the recognition of the so-called Donetsk and Lugansk People’s Republics by the Russian Federation, the security situation in Ukraine deteriorated rapidly, with the launch of a military offensive by the Russian Federation on 24 February 2022. Armed violence escalated in at least eight oblasts (regions), including Kyivska oblast and the capital city of Kyiv, as well as in the eastern oblasts of Donetsk and Luhanska which were already affected by conflict. The towns of Mariupol, Kharkiv, Irpin were strongly affected, so resident civilians fled their homes en masse.

Martial law and a state of war were introduced in Ukraine on 24 February 2022, and the general mobilisation of all Ukrainian males between 18 and 60 years old was ordered, while the Ukrainian airspace was closed to civilian users.

On 19 April, the OHCHR reported 4,966 civilian casualties in the country – 2,104 killed and 2,862 injured. The UN estimates that 12 million people in Ukraine will need relief and protection. By 18 April 2022, the UNCHR estimated that 4,980,589 refugees from Ukraine already crossed the border with Poland, other European countries, Hungary, Slovakia, the Russian Federation, the Republic of Moldova, Romania and Belarus.

The UNOPS immediately launched its Emergency Procurement Procedure (EPP) to enable a faster response to requirements related to the crisis. The EPP provided flexibility in procurement procedures while still ensuring adherence to essential public procurement principles.

UNOPS Ukraine Country Office is looking for multiple Civil Engineer positions to provide required services ensuring smooth implementation of the engineering works within ongoing and developing infrastructure activities in Rivne/Chernivtsi, Poltava, Dnipro and Ivano-Frankivsk.

She/he is required to follow up on Work Plans and activities of contractors and report accordingly to the Lead Civil Engineer as a direct supervisor or designated alternate. The role will be based in Rivne or Chernivtsi (two locations will be covered by one Civil Engineer), Poltava, Dnipro and Ivano-Frankivsk with frequent field travels to different regions of Ukraine on an as needed basis.

The Civil Engineer provides technical assistance and expertise with reference to the construction works as well as field coordination, ensuring high quality and consistency of work, for the construction works. The Civil Engineer promotes a collaborative, client focused, quality and results-oriented approach in the Project Team.

Under the direct supervision of the Lead Civil Engineer the Civil Engineer will undertake following tasks/duties in geographically determined area of responsibility:

  1. Construction works supervision
  2. Quality Assurance
  3. Monitoring and progress control

1. Construction works supervision

  • Provide expert opinion/advice to the Project Managers and the Lead Civil Engineer on all engineering issues for assigned works.
  • Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
  • Provide regular reports to the Project Managers and the Lead Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.
  • Manage contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.
  • Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
  • Ensure that documentation on site are kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
  • Maintain the cooperation with the construction supervisors, contractors, designers and local authorities.
  • Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.
  • Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after.
  • Perform other duties as assigned by the Lead Civil Engineer in the agreed timeframe.

2. Quality Assurance

  • Supervise the quality of the construction materials and collected attest documentation.
  • Verify and contribute to technical specifications of products, apparatus, services and associated quality material
  • Ensure the contractor provides method statement for works prior commencement and perform the quality check of the presented document.
  • During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and covered by the defect notification period.

3. Monitoring and progress controls

  • Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
  • Review and contribute to Contractor’s Quality Health and Safety, Social and Environment plans and ensure its compliance.
  • Ensure on site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices
  • Hold sites coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of meeting for construction-related meetings.
  • Provide Site Visit Reports on Project related activities, specifying work progress and arising issues
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
  • Provide UNOPS with photographic (before, ongoing, after) and reports including lesson learned.Education
  • Bachelor degree in Civil Engineering is required

Work Experience

  • Minimum two years of relevant professional civil engineering experience is required.
  • Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for medium to large scale construction projects is required.
  • Experience in working with the EU and/or a UN agency would be a strong asset.

Certifications

  • Certified/Registered for construction supervision and quality assurance from the Ministry of Regional Development, Construction and Housing Ukraine is desirable.
  • Certified/Registered for consultant engineer would be an asset.
  • Project Management certification (for example PRINCE2® Foundation) would be an asset

Driving license

  • Driving license and ability to travel independently is required

Language requirements

  • Knowledge of Ukrainian is required
  • Fluency in written and spoken English is required

Functional competencies

  • Ability to travel independently.
  • Strong computer skills and advanced working knowledge of Microsoft Office.
  • Knowledge of a CAD software.
  • Familiarity with FIDIC Contracts is desirable.
