Terms of Reference

Job Title: Civil Engineer (International) **

Purpose: Provide specialized work, advice and support to ensure successful implementation and operation of the Presidente Nicolau Lobato International Airport development and strengthening of the Integrated Project Management Unit (IPMU).

The consultant recruited should also provide support in the fulfilment of the terms of the Airport Hybrid PPP modality.

Reporting to: Director General, DGMMER through IPMU Manager, and Director National of Public-Private Partnership (DNPPP) when required.**

Duration: 12 months with possibility of extension based on the performance and organisational needs.

Location: IPMU for Presidente Nicolau Lobato International Airport, Dili, Timor Leste**

I. Project Background

The Presidente Nicolau Lobato International Airport (the Project) is the primary gateway from and to Timor-Leste located in the capital city of Dili with regular connections to Denpasar, Darwin and Singapore. The Government is committed to the development and expansion of the Airport with the target of having Phase I development completed and operational by 2025, and proceed to Phase II development.

The Project will involve several work components: (i) Extension of the airport’s existing runway of 1,850 meters to 2,100 meters, including a 166 meters seaward extension; (ii) Runway widening from 30 meters to 45 meters, and increase of runway strip protection width from 150 meters to 280 meters; (iii) Construction of new taxiways and parallel taxiways with dimensions to cover Code C aircrafts; (iv) Construction of apron; (v) Construction of a new air traffic control tower; (vi) Construction of a new integrated passenger terminal and a new power station; (vii) Construction of a new VIP terminal; (viii) Construction of new aeronautical ground lighting system; (ix) Construction of access road, cargo terminal and other infrastructures, such as access road to terminals, new quarantine building(s) for plant and animal; primary health care building, airport rescue and fire fighting facilities, fuel station, access road and car parking, airport hangars, fencing, airport administration offices and ground service station and facilities.

Apart from ADB loan that comes with government counterpart financing, the project will also be financed through JICA Grant for the passenger terminal and other bilateral loan and grant as well as State financing. An Integrated Project Management Unit has been established with the purpose of managing and overseeing implementation of the entire project. The Executing Agency (EA) of the project is the Council for the Administration of the Infrastructure Fund (CAFI) and the Implementing Agency (IA) is the Ministry of Transport and Communications (MOTC). The private PPP Partner will involve in the operation and management of the entire airport and may also involve in the phase II expansion of the runway and other support infrastructures.

II. SELECTION CRITERIA

Essentials

· Tertiary degree in Civil Engineering with strong skills and experience in one or more of the following areas:

-A minimum of 7 years experience in managing and overseeing the management of large and complex infrastructure projects, preferably in the public sector side;

-A minimum of 5 years experience involving in large scale Airport projects, including involvement in identification and management of risks and management of contracts;

-A minimum of 5 years experience involving in external external-debt and/or grant financed projects for large and complex infrastructure.

-Experience in field supervision of construction activities preferably for airport with sea reclamation components;

· Knowledge of national and international standards for planning, design, construction and contract management including good knowledge of a recognized system of international standards, e.g. FIDIC ;

· Knowledge on the preparation of an international airport plans, designs, specifications, schedules and estimates for airport components as mentioned above;

· Knowledge of the application of civil, structural, electrical, mechanical, and communications engineering for planning, design, construction, commissioning, activation, maintenance and operation of airport facilities and infrastructure;

· Knowledge of international and ICAO standards for airport design, plans, specifications and construction standards, airfield pavement design standards, airfield navigation systems, airfield operations, passenger and VIP terminal design, construction and operations, airport landside operations, air cargo facility operations, airport security operations, airline tenant and concessionaire operations, airport ground transportation operations, airport noise mitigation, and airport environmental mitigation measures;

· Understanding of public policy and regulatory frameworks and their impacts on the airport infrastructure development;

· Demonstrated track record working within tight timelines, managing competing priorities and expectations of stakeholders and producing the required results;

· Strong, oral and written communication skills in English;

· Excellent English and computer skills including in the use of project management software;

· Experience working in a multicultural environment and with people from different background and experience;

· Understanding of public policy and regulatory frameworks and their impacts on the infrastructure development.

Desirable:

· Postgraduate in Civil Engineering with working experience in developing countries or in countries with socio-economic similarities to Timor-Leste;

· Experience of working in partnership with international development finance institutions including but not limited to ADB, JICA, WB, IFC, private companies and others.

· Professional proficiency in writing and speaking of English language and knowledge of Portuguese or Tetum language would be an advantage.

III. SCOPE OF WORK:

DUTIES and RESPONSIBILITIES

PERFORMANCE INDICATOR

  1. Develop and/or contribute to develop the PNLI airport implementation plan;

  2. Utilizes airport site characteristics and available studies and reports to review airport layout plans, airfield and landside designs, and construction plans;

  3. Performs professional engineering work in the planning, design and review design and specifications;

  4. Develops project control procedures for all airport planning, engineering projects under different financing to ensure timely completion within the budgeted funds;

  5. Closely oversees construction and supervision work, and operation and maintenance, of the airport airside and landside infrastructures and support systems/facilities under ADB loan financing, JICA grant financing, including other components and support facilities under government and other bilateral financing;

  6. Assist in coordinating and ensure the application, implementation, and compliance with ICAO standards, policies, and requirements related to airport design, construction, operation, and security.

· Timely advice and contribution provided and implementation plan prepared;

· Report and studies reviewed

· Timely advice and quality contribution provided on the planning, design and review design and specifications

· Project control procedures for all airport components completed on time

· Accurate and onetime oversight provided for entire airport components

· Assistance provided in the coordination and application and implementation of ICAO standards secured

  1. Provide technical support to the IPMU in the review of technical studies and reports encompassing relevant aspects of assessment for the PNLIA development under a hybrid PPP.

· Timely and quality advice/inputs and recommendations to technical reports within the context of external debt financing from ADB/WB/DFAT, grants from development partners (JICA/DFAT) and PPP transaction from IFC.

During Procurement for DB, CSC and PPP Partner Procurement

  1. Assist and provide technical support to the IPMU team in the preparation of bidding documents for procurement of Project Management Consultant (PMC), Contractor for Design and Built (DB) and Contractor Supervision Company (CSC)

· Timely and quality support provided during preparation of procurement documents, criteria for procurement and during the procurement process itself.

During preparatory and design works for DB components, Grant components and other EPC components

  1. With assistance from PMC, provide technical input to the preparation of design documents of grant components, taking into consideration future involvement of PPP operator.· Design documents of loan, grant financing components prepared consistent with design parameters of the DB component and future involvement of PPP operator.

  2. Review the engineering field surveys reports and investigations needed for preparation of FEED; Provide technical input to the preparation of FEED.

· Engineering field survey and investigation reports reviewed accurately and on time with comments provided.

· FEED finalized satisfactorily.

During Design and Build Period

  1. In collaboration with other technical specialists at the IPMU, provide technical inputs to the development and review of Design Documents.

· Timely and quality advice/inputs and recommendations to analytical reports, Design Documents and other IPMU documents.

· Design Documents finalized satisfactorily.

  1. Assist and provide technical support to IPMU in relationship with public authorities for the purpose of securing or renewal of permit or licenses.· Obligations related to permits and licenses are fully met, permit and licenses are secured on time.

  2. Provide technical input to the preparation of analytical monthly progress reports to the Inter-Ministerial Commission (IMC).

· Analytical progress reports are timely submitted to the Steering Committee.

Throughout the Engagement Period

  1. Provide technical support with professional development of IPMU staff including those representatives from agencies.· IPMU staff training and transfer of knowledge plans developed and implemented.

  2. Provide technical support of the development and monitoring of an overall implementation schedule for the project.· Timely and quality advice and recommendations to IPMU manager regarding the studies and technical documents.

  3. Assist with other functions as indicated by the IPMU manager.· Promptness and quality of advice and support.

  4. Report to the IPMU Manager/Deputy Manager

· Timely and quality advice to the manager/deputy manager

V. KEY DELIVERABLES

In line with the performance indicators listed above:

· Within 4 weeks, develop an Adviser Work Plan to the IPMU Manager that is consistent with timelines for milestones to be achieved, relevant activities and agreed performance indicators to meet the requirements set out for the project ;

· Quarterly individual activity reports and other relevant reports against agreed Work Plan to be submitted to the IPMU Manager;

· IPMU monthly analytical progress reports to the Inter-ministerial Commission;

· Provide an End of Assignment Report to the IPMU no later than 10 working days prior to the end of contract.

VI. Performance Evaluation

The performance of the incumbent will be appraised and evaluated by the IPMU Manager, using the Performance Appraisal System put in place and monitored by the National Directorate of Human Resource (NDHR), GDCS, Ministry of Finance. This process will include a probation review within two (2) months of the commencement of the contract, regular reporting, ongoing workplace communications and annual performance appraisal. Performance indicators are in place for all areas within the Ministry, and the incumbent’s work will be contributing to the achievement of the priorities as set out in their TOR and in the Ministry’s Five Year Plan.
