Overview of position:

  • The Civil Engineer is a retainer based in Lviv, Ukraine to provide required services ensuring smooth implementation of the engineering works within ongoing & developing infrastructure activities. S / he is required to follow up on work plans & activities of contractors & report accordingly to the Project Civil Engineer (PCE) as a direct supervisor or designated alternate. The role will be based in Lviv with frequent field travels to different regions of Ukraine on an as needed basis.
  • The Civil Engineer provides technical assistance & expertise with reference to the construction works as well as field coordination, ensuring high quality & consistency of work, for the construction works. The Civil Engineer promotes a collaborative, client focused, quality & results oriented approach in the project team.

Role objectives
Under the direct supervision of the PCE the Civil Engineer will undertake following tasks / duties in geographically determined area of responsibility:

  • Construction works supervision.
  • Quality assurance.
  • Monitoring & progress controls.

Construction works supervision:

  • Provide expert opinion / advice to the Project Managers (PM) & the PCE on all engineering issues for assigned works.
  • Conduct needs assessment of the building & structures that are to be reconstructed & provide comprehensive needs assessment reports.
  • Contribute to development, implementation, monitoring & updating of the project plans & strategies in order to ensure delivery according to the scope budget & time.
  • Provide regular reports to the PM & the PCE & provide inputs for the periodic & final reports to inform donors & the key stakeholders on project progress.
  • Manage contractors & contract execution to ensure delivery according to the scope, budget & time & in compliance with the technical documentation.
  • Formulate & / or check & revise Terms of Reference (TOR), scope of works & all technical documents / designs in line with national legal framework & our clients norms & standards.
  • Ensure that documentation on site are kept according to the valid law for planning & construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
  • Maintain the cooperation with the construction supervisors, contractors, designers & local authorities.
  • Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning & construction.
  • Ensure respect of Health & Safety (H&S) procedures on the site & notify the supervisor of any irregularities immediately after.
  • Perform other duties as assigned by PCE in the agreed timeframe.

Quality control:

  • Supervise the quality of the construction materials & collected attest documentation.
  • Verify & contribute to technical specifications of products, apparatus, services & associated quality material.
  • Ensure the contractor provides method statement for works prior commencement & perform the quality check of the presented document.
  • During the Defect Notification Period (DNP), intervene as required & liaise with the contractor to fix in a timely manner issues that arise & covered by the defect notification period.

Monitoring & progress controls:

  • Conduct needs assessment of the building & structures that are to be reconstructed & provide comprehensive needs assessment reports.
  • Review and contribute to contractor’s Quality Health & Safety, Social & Environment (QHSSE) plans & ensure its compliance.
  • Ensure on site works are provided in accordance to all Health & Safety, Social & Environmental (HSSE) requirements, norms, national & international best practices.
  • Hold sites coordination meetings with the contractors, technical supervisors & other stakeholders as necessary & provide minutes of meeting for construction related meetings.
  • Provide site visit reports on project related activities, specifying work progress & arising issues.
  • Contribute to development, implementation, monitoring & updating of the project plans & strategies in order to ensure delivery according to the scope budget & time.
  • Provide our client with photographic (before, ongoing, after) & reports including lesson learned.

Impact of results:

  • Assigned civil works / infrastructure projects implemented following the envisaged timeline, budget, in line with national construction legislation & our clients norms & standards.
  • Strong technical contribution to individual project development, including financial aspects.
  • Reports from meetings & site visits produced within 2 working days.
  • Provision of photo documentation illustrating the infrastructure activities on the site.
  • Timely, accurate & worthy contribution for all reports envisaged as standard project reporting.
  • The effective & successful achievement of results by the Civil Engineer directly impacts on achievement of the projects & consequently reinforces the visibility & image of our client as an effective service provider in project services & management & strengthens its competitive position as a partner of choice in sustainable development & project services.

Project reporting:

  • This role works under the direct supervision of the PCE.

Key competencies:

  • Masters Degree in Civil Engineering, Bachelors Degree in Civil Engineering in combination with 2 additional years of experience may be accepted in lieu of a Masters Degree.
  • Minimum 2 years of relevant professional civil engineering experience is required.
  • Experience in civil works design & construction, supervision & / or implementation of buildings construction & reconstruction for medium to large scale construction projects is required.
  • Experience in working with the EU & / or a UN agency would be a strong asset.
  • Certified / Registered for construction supervision & quality assurance from the Ministry of Regional Development, Construction and Housing Ukraine is desirable.
  • Certified / Registered for consultant engineer would be an asset.
  • Project Management certification (for example PRINCE2® Foundation) would be an asset.
  • Driving licence (B category) is desirable.
  • Fluency in Russian & Ukrainian is required.
  • Working knowledge of English is required.
  • Ability to travel independently.
  • Strong computer skills & advanced working knowledge of MS Office.
  • Knowledge of a CAD software.
  • Familiarity with FIDIC contracts is desirable.

Team management:

  • This role has no team management responsibility.
