Overview of Position

  • Our client is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world. Their mission is to help people build better lives & countries achieve sustainable development.
  • Their areas of expertise cover infrastructure, procurement, project management, financial management & human resources, our client is undertaking a project that aims at increasing access to primary & secondary health services facilities (general hospitals, local health centers & therapeutic feeding centers) in Yemen, through restoring the physical infrastructure of health facilities (rehabilitation, maintenance works & minor repairs & new construction) in targeted areas.
  • They will be responsible for the design & implementation works of the health facilities, ensuring highest standards in design & rehabilitation works & respect of ‘state of the art’ requirements for safety, sustainability, security, & disability access. In addition, our client will be responsible to provide the targeted facilities with priority medical equipment & supplies.

Role Objectives

Under the supervision of the Project Manager, the Civil Engineer provides technical knowledge & assistance regarding feasibility, design, construction & field coordination requirements, ensuring high quality & consistency of work. Funcitonal responsibilities include:

  • Construction management.
  • Health, safety & environmental management.
  • Quality management.
  • Project closure.
  • Knowledge building & knowledge sharing.

Construction management:

  • Carry out construction supervision as set out in the physical works contract.
  • Identify & report on potential delays & or cost overruns that can be avoided.
  • Prepare weekly & monthly reports that cover supervision activities.
  • Prepare, manage & monitor performance tracking management systems to enable work plans to be followed at the field level with personnel being accountable for their outputs.
  • Assist the Project Manager & the field teams to ensure that the planned activities are conducted safely, on time, within budget & scope.
  • Identify risks, develop mitigation solutions & escalate to the Project Manager.
  • Ensure that the implementation of community infrastructure (including contracting of labor, procurement of goods, development of designs, etc.) is in accordance with our clients operational directives, instructions & guidelines.
  • Manage the implementation of construction as per the design approved by the design review team & manage the interaction for any potential design changes in accordance with our clients standards, manuals & guidelines.
  • Represent the Project Manager & our client at coordination, community group & other stakeholder meetings, as delegated, especially in relation to the progress of community infrastructure implementation.
  • Support the Project Manager with the valuation of construction work for interim progress payment certificates; the valuation of variations & the assessment of claims.

Health, safety, social & environmental management:

  • Manage & monitor the implementation of the works to ensure strict compliance with all our clients Health, Safety, Social & Environmental (HSSE) policies, management plan & act as the lead resource in the field.
  • Manage the implementation of the health, safety & environmental management requirements contained in the design documentation or provided by a third party such as the donor (environmental & social impact assessment or environmental & social safeguards).
  • Adopt sustainable, ‘green building’, construction approaches & techniques, including environmental sustainability, throughout the construction stage.
  • Identify, assess & mitigate health, safety & environment risks during construction.

Quality management:

  • Conduct quality assurance procedures to ensure that the requirements of the contract quality plan are being complied with.
  • Conduct site & material inspections, oversee site tests & prepare reports to support the Project Manager.
  • Monitor all project activities in relation to the respective project work package plans & take corrective action, when necessary, to ensure the timely & cost effective delivery of project outputs.
  • Maintain & contribute to the project communication system to facilitate the dissemination of information & reports to all key stakeholders.
  • Participate in the preparation & monitoring of project progress & other reports (including risk logs, issues log, lessons learnt, etc.).
  • Manage the daily labor contract in accordance with our clients operational directives, instructions & manuals.
  • Assist the contractor, using our clients HSSE guidelines, to implement adequate health & safety training for their personnel.
  • Manage the preparation of site instructions, contract administration documentation, progress reports, contractor & stakeholder meeting minutes, site monitoring reports.
  • Examine the contractor’s progress payment claims for accuracy & compliance with the conditions of contract.
  • Prepare & check for accuracy the database covering the available materials shipped to the project, the schedules of labor & monitoring of quality during the physical works progress.
  • Liaise with local contractors & material suppliers to monitor current market conditions & trends.

Project closure:

  • Assist the Project Manager by acting as witness during the commissioning process.
  • Manage the collection of field data, H&S compliance documentation and preparation of as built drawings by the contractor.
  • Carry out file archiving of all construction monitoring & contract administration documentation in line with our clients archiving procedures.
  • Support the Project Manager with the preparation of the final payment certificate.

Facilitation of knowledge building & knowledge sharing:

  • Take personal responsibility for engaging in Continued Professional Development (CPD).
  • Manage, mentor & build capacity of the project team including Junior Site Engineers, Supervisors & Interns.
  • Contribute to the dissemination & sharing of best practices & lessons learnt for development planning & knowledge building.
  • Participate in the relevant communities of practice, actively interact with other Engineers & the engineering community to share case studies, lessons learnt & best practice on the knowledge system.
  • Collaborate with technical team members including but not limited to Architects, Engineers, Project Managers & Quantity Surveyors.

Project reporting

  • The selected candidate will be reporting to the Site Engineer with oversight of the Project Manager.

Key competencies

  • Bachelors degree in Civil Engineering with 2 years working experience in project assessment, design & management experience in rehabilitation projects & construction projects is required.
  • A previous experience in rehabilitation & construction (preferable in hospitals).
