Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Shelter Officer for Civil Engineer for Kyiv Office (country wide travel including for temporary support to other engineer teams – 30/40%).

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, Host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country.

DRC is starting different projects aiming at assisting in the reconstruction, light and medium repairs of houses and apartment blocks, improvement of communal shelter and assistance to displaced households.

DRC is currently implementing a wide range of projects, including Cash Assistance, provision of winter, cooking items, Food, houses and apartment repairs, as well as support to local businesses and Humanitarian Demining and Explosive Ordnance Risk Education. DRC counts with 6 offices in the country.

Overall purpose of the role:
• Provide administrative and technical support to the shelter activities;
• Lead the planning, implementation and quality control of the shelter activities.

Shelter Sector responsibilities:
• Lead all Needs Assessment, definition of Scope of Works and prepare all the technical inputs for activities in Kyiv’s Oblast;
• Follow all Shelter activities including the day-to-day supervision of partners, contractors and quality control;
• Participate in all the Supply chain matters related to the activities to provide technical inputs;
• Support the implementation of the country strategy, by also leading assessment into new areas, and/or provide punctual support in any of the other DRC offices in the country.

Geographic scope: Area (Kyiv, Chernihiv, Zhytomyr)
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The Officer follows area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

The position may require up to 30 to 40% of travel to different location and other DRC Offices.

Main responsibilities:
Reporting

  • Reporting to North Area Manager
  • Follow all relevant project tools, plans, and budgets
  • Project implementation, reporting and evaluation

Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Provide technical support and inputs on all shelter activities

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Initiate procurements and ensure their execution

Required experience and competencies:

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 2 years of practical experience in sector area working for an INGO
  • Experience in administrative and support tasks
  • Full professional proficiency in English
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Skills in GIS software and AutoCAD are an asset

Required education:
Master’s Degree in Civil Engineering or another relevant field

We offer:
Contract length: 6 months renewable depending on performance and funding.
Designation of Duty Stations: Kyiv
Start date: As soon as possible.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
